பட்ஜெட் என்றால்  வருமான வரி வரம்பு, டிவி விலை, கார் விலை என்ற மிக மேலோட்டமான தகவல்களோடு மட்டும்செய்திகள் வெளியிடப்படுகின்றன. அரசின் வர்க்கக் குணம், மக்கள் மீது சுமைகளை ஏற்றும் சாமர்த்தியம் என ஆழமான பல அம்சங்கள் அதனுள் இருக்கின்றன. உண்மையிலேயே நாடாளுமன்றத்தில் விவாதிக்கப்பட்டு நிறைவேற்றப்படும் வரவு - செலவு அறிக்கையின் அடிப்படையில் தான் ஆண்டு முழுவதும் நடவடிக்கைகள் மேற்கொள்ளப் படுகின்றனவா? மாநில அரசுகளை மத்திய பட்ஜெட் எந்த அளவுக்கு பாதிக்கும்? பட்ஜெட் பற்றிய மேலோட்டமான தகவல்களுக்கு அப்பால் புரிந்து கொள்ளப்பட வேண்டிய உண்மைகள் என்ன? நிதி மூலதனத்தை ஊக்குவிக்கிற கொள்கைதான் செயல்படுத்தப்படுகிறது என்றாலும், அந்த நிதி மூலதனம் என்பது நேரடியாக இல்லாவிட்டாலும், சுற்றி வளைத்து ஏதோ ஒரு வகையில் பொருள் உற்பத்தி சார்ந்த முதலீடாகத்தானே போய்ச்சேர்கிறது? இப்படி பல கேள்விகள் எழுகின்றன. பொருளாதார ஆய்வாளரும் மார்க்சிஸ்ட் கட்சியின் மாநிலக்குழு உறுப்பினருமானவெங்கடேஷ் ஆத்ரேயா  அவை குறித்து அளித்த விளக்கங்கள் ஆழ்ந்த சிந்தனைகளைக் கிளறுகின்றன. 


மத்திய அரசின் பட்ஜெட் ஒன்றும் சூன்யத்தில் இருந்து வருவதல்ல. ஏற்கெனவே நிலவுகிற பொருளாதார நிலைமைகளுக்கு உட்பட்டுதான் பட்ஜெட் தயாரிக்கப்படுகிறது. பொருளாதாரத்தில் யார் வலுவானவர்களாக இருக்கிறார்களோ, உற்பத்திக் கருவிகளை யார் தங்கள் பிடியில் வைத்திருக்கிறார்களோ, அவர் களுடைய நலன்களுக்கு எதிராக அரசு ஒருபோதும் செயல்படாது. எல்லோருக்கும் வாக்குரிமை இருக்கிறது. இருந்தாலும் செல்வாக்கு யாருக்கு இருக்கிறதென்றால் பெருமுதலாளிகள், நிலப் பிரபுக்கள், உள்நாட்டு - வெளிநாட்டு கார்ப்பரேட் அதிபர்கள் ஆகியோருக்குத்தான்.
உற்பத்திக்கு உதவாத உலக நிதி
முன்பும் வெளிநாட்டு முதலீடுகள் குறிப்பிட்ட அளவுக்கு வந்தன என்றாலும் கூட, அவை வெறும் பணமாக மட்டும் வர அனுமதிக்கவில்லை. இங்குள்ள தொழில்களுக்கான முதலீடுகளாகவும், உற்பத்தியைப் பெருக்குவதற்கான நிதியாகவுமே வர அனுமதிக்கப்பட்டன. ஆனால், உலகமயக்கொள்கைகள் நடைமுறைக்கு வரத்தொடங்கிய பிறகு, தொழில் உற்பத்திக்கு சம்பந்தமில்லாத பங்குச் சந்தைகளுக்கான முதலீடாக மட்டுமே வெளிநாட்டுப் பணம் வர அனுமதிக்கப்படுகிறது. அவ்வாறு பங்குச் சந்தைக்காக வருகிற நிதி மறைமுகமாக சம்பந்தப்பட்ட தொழில்களின் முதலீடுகளாகத்தானே மாறுகின்றன என்று ஒரு கருத்து இருக்கிறது.
ஆனால், குறிப்பிட்ட நிறுவனத்தின் உற்பத்தி சிறப்பாக இருந்து, அதனுடைய விற்பனை - லாபம் மேலோங்கியிருந்தால் தானே யாரும் விலை கொடுத்து வாங்குவார்கள் என்றும் சிலர் கேட்கிறார்கள். ஆனால், உண்மை என்னவென்றால் செயற்கையான முறையில் குறிப்பிட்ட நிறுவனத்தின் பங்குகள் திடீரென ஒரு வெளிநாட்டு நிறுவனத்தால் வாங்கப்படுகின்றன. அதைப்பார்த்து இங்கே இருக்கிற பலரும் அதே பங்குகளை வாங்குகிறார்கள். அந்த நிறுவனம் உற்பத்தியில் ஈடுபட்டு அதன் பொருள் விற்பனையாகி லாபம் வரும் வரையில் இவர்கள் காத்திருப்பதில்லை. விலை குறைவாக இருக்கும்போது வாங்கிப் போட்டு பிறகு விலை உயரும்போது கூடுதல் விலை வைத்து விற்கப்படுகிறது. செயற்கையாக பங்குகளின் மதிப்பு அதிகரிக்கப்படுகிறது அல்லது குறைக்கப்படுகிறது. மந்தைப் பொருளாதாரம் என்பார்கள் - அதாவது, குறிப்பிட்ட நிறுவனத்தின் உற்பத்தி, சந்தை பலம் ஆகியவற்றைக் கணக்கிடாமல் அதன் பங்குகளை திடீரென வேறொரு நிறுவனம் அதிக விலை கொடுத்து வாங்குவது, அதைப்பார்த்து மற்றவர்கள் அதே நிறுவனத்தின் பங்குகளை தாங்களும் வாங்கிப்போடுவது, அவர்கள் கூடுதல் விலை வைத்து விற்கிறபோது மற்றவர்களும் விற்றுத் தள்ளுவது என்பதுதான் நடக்கிறது.
இது எந்த வகையிலும் தொழில் வளர்ச்சிக்கோ, நாட்டின் பொருளாதார வளர்ச்சிக்கோ உதவாது. ஆனால், இதைப்பற்றிய எந்த யோசனையுமின்றியே மத்திய அரசு ஊக பேர பங்குச்சந்தையில் உள்நாட்டு - வெளிநாட்டு முதலீடுகளை மேலும் மேலும் ஊக்குவிக் கிறது. இது நாட்டுக்கு பெரிய ஆபத்து. ராஜீவ்காந்தியின் பெயரால் ஒரு திட்டம் கொண்டுவரப்பட்டிருக்கிறது. முதலீடுகளுக்கு 50 விழுக்காடு வரிச்சலுகை அளிக்கிற அந்தத் திட்டம், வங்கிகளில் சேமிப்புகளை வளர்ப்பதற்கு மாறாக, ஊக பேரத்தில் முதலீடு செய்ய ஊக்குவிக்கிறது. முன்பு அமெரிக்காவில் குளிரடித்தால் இந்தியாவில் தும்மல் வரும் என்று வேடிக்கையாகச் சொல்வார்கள். இப்போதோ அமெரிக்காவில் குளிரடித்தால் இந்தியாவில் காய்ச்சலே வரும் என்ற அளவிற்கு ஏற்றுமதிப் பொருளாதாரம் அதிகரித்திருக்கிறது.
அமெரிக்கா உள்ளிட்ட மற்ற நாடுகளின் சந்தையை சார்ந்திருக்கிற நிலைமையும் அதிகரித்திருக்கிறது. அதற்கேற்ப பட்ஜெட் கொள்கைகள் உருவாக்கப்படுகின்றன.
பொதுமக்கள் விவாதிக்க வேண்டும்
நாடாளுமன்றத்தில் முன்வைக்கப்படுகிற பொருளாதார ஆய்வறிக்கை, பட்ஜெட் இரண்டுமே திட்டவட்டமானதாக இல்லாமல் ஊகத்தின் அடிப்படையிலான மதிப்பீடுகளாகவே இருக்கின்றன. அடுத்த ஆண்டு அவர் இதேபோல் மதிப்பீடுகளை வைக்கிறபோது, சென்ற ஆண்டு அவர் என்ன மதிப்பீடுகள் வைத்தார் என்பது மக்கள் நினைவுக்கு வருவது இல்லை. முதலாளித்துவ கட்சிகளும் அதை சொல்வதில்லை. ஊடகங்களும் அதை வெளிப்படுத்துவதில்லை.
ஜனநாயகத்தில் மக்களின் வரிப்பணத்தில்தான் அரசு இயங்குகிறது, மக்களின் வரிப்பணம்தான் அரசின் திட்டங்களுக்கு செலவிடப்படுகிறது, மக்களின் வரிப்பணம்தான் பெரும் நிறுவனங்களுக்கு சலுகையாகப் போகிறது. எனவே பட்ஜெட் குறித்து பொதுமக்களும் ஆழமான அக்கறையோடு விவாதிக்கிற சூழல் உருவாக வேண்டும். பட்ஜெட்டில் பல அறிவிப்புகளை நிதியமைச்சர் போகிறபோக்கில் சொல்லியிருக்கிறார். அவையெல்லாம் பட்ஜெட்டில் கிடையாது. உதாரணமாக விவசாயத்திற்கு ஐந்தே முக்கால் லட்சம் கோடி ரூபாய் கடன்கொடுக்க விரும்புகிறோம் என்பது போன்ற விருப்பங்களை அவர் அறிவித்திருக்கிறார். அவையெல்லாம் விருப்பங்கள்தான் - நடவடிக்கைகள் அல்ல! ஆகவே என்ன வேண்டுமானாலும் சொல்லிக்கொள்ளலாம். சென்ற ஆண்டுகூட விவசாய மேம்பாட்டிற்காக 4 லட்சம் கோடி ரூபாய் வழங்கப்போவதாக அறிவித்தார். அந்த 4 லட்சம் கோடி ஒதுக்கப்பட்டதா என்பதைப் பற்றியெல்லாம் அவர் எதுவும் சொல்லவில்லை.
ஓய்வூதிய சட்டத் திருத்தம், காப்பீட்டு சட்டத் திருத்தம் போன்ற கவலைக்குரிய சில அறிவிப்புகளையும் அமைச்சர் வெளியிட்டிருக்கிறார். இவற்றுக்கான சட்ட முன்வரைவுகள் எதையும் அவர் தாக்கல் செய்யவில்லை என்றாலும், அவை கொண்டுவரப்பட உள்ளன என்று அறிவித்திருக்கிறார். உழைப்பாளி மக்களின் பணத்தை சூறையாடக்கூடிய இந்த முன்மொழிவுகள் நாடாளுமன்றத்தில் வருகிறபோது, நாடாளுமன்ற உறுப்பினர்கள் மட்டுமல்லாமல், நாடாளுமன்றத்திற்கு வெளியே பொதுமக்களும் விழிப்போடு இருந்து தங்கள் எதிர்ப்பை அழுத்தமாக வெளிப்படுத்தி தடுத்து நிறுத்த வேண்டும். பட்ஜெட் தாக்கல் செய்யப்படுவதற்கு முன்பே தொழிலாளர் ஈட்டுறுதி நிதி (இபிஎஃப்) வட்டியை 8.25 விழுக்காடாகக் குறைத்துவிட்டார்கள். ஆக தொடர்ந்து மக்களைத் தாக்குவது என்பதுதான் அறிவிப்புகளுடைய சாராம்சம். அமைச்சர் தனது மதிப்பீடாக, நேர்முக வரிகளில் சலுகை அளிப்பதால் அரசுக்கு சுமார் 5,000 கோடி ரூபாய் இழப்பு ஏற்படுவதாக கூறினார். அதே நேரத்தில் உற்பத்தி வரி, விற்பனை வரி போன்ற மறைமுக வரிகள் மூலம் அரசுக்கு 47,000 கோடி ரூபாய் வருவாய் கிடைக்கும் என்றும் கூறியிருக்கிறார். இது ஒரு மோசமான ஏற்பாடு.
நேர்மையில்லா நேர்முக வரி
நேர்முக வரி என்பது ஏகபோக முதலாளிகள் உள்பட செல்வந்தர்களின் வருமானத்திற்கு விதிக்கப்படும் வரியாகும். அதிலே 5,000 கோடி ரூபாய்க்கு சலுகை அளிக்கப்பட்டிருக்கிறது. அதிலேயே கூட ஒரு சமத்துவமற்ற நிலை இருக்கிறது. அனைத்து விதமான வருமானங்களுக்கும் ஒரே விகிதத்தில் நிர்ணயிக்கப்பட்டிருக்கிறது.உதாரணமாக பரம்பரைச் சொத்து உள்ளிட்ட காரணங்களால் எந்த உழைப்பிலும் ஈடுபடாமல் உட்கார்ந்து கொண்டே கோடிகோடியாய் வருமானம் ஈட்டுகிறவருக்கும், கடுமையாக உழைத்து, தொழில் நடத்தி, பல்வேறு சவால்களை எதிர்கொண்டு, நேர்முக வரி விதிக்கத் தக்க அளவிற்கு வருமானம் ஈட்டத் தொடங்கியவருக்கும் ஒரே விகிதத்தில் வரி என்பது எப்படி நியாயமாக இருக்க முடியும்? வருமானத்தின் தன்மைக்கேற்ப வரிவிகிதமும் மாறுபட்டதாக இருக்கவேண்டும்.
மக்களைத் தாக்கும் மறைமுக வரி
மறைமுக வரி என்பதும்கூட எளிய மக்களைத் தாக்குவதாகவே இருக்கிறது. ஒரு பொருளுக்கான விற்பனை வரி, அந்தப் பொருளின் விலையோடு அடங்கி விடுகிறது. அந்த விலையைக் கொடுத்து தான் பணக்காரர்களும் ஏழைகளும் அந்தப் பொருளை வாங்குகிறார்கள். வரி உயர்த்தப்படும்போது பணக்காரர்களை அது பாதிப்பதில்லை. ஏனென்றால், தங்களது வருமானத்தில் 10 முதல் 15 விழுக்காடு வரை மட்டுமே உணவுக்காக செலவிடுகிற அளவிற்கு பணக்காரர்களுக்கு வருமானம் இருக்கிறது. உணவுப் பொருள் விலை உயர்வது அவர்களை பாதிக்கப்போவதில்லை.ஆனால், தங்கள் வருமானத்தில் 40 முதல் 60 விழுக்காடு வரை உணவிற்கு மட்டுமே செலவிடவேண்டிய நிலை யில் குறைந்த வருமானம் உள்ள மக்கள் தான் நம் நாட்டில் பெரும்பகுதியினராக இருக்கிறார்கள். உணவுப் பொருள் விலையேற்றம், அவர்கள் அதற்காக செலவிட வேண்டிய தொகையை மேலும் அதிகரித்து, அவர்களது வாழ்வை நெருக்கடிக்கு உள்ளாக்கும்.
சொத்து வரி
நேர்முக வரிகளில் செய்யப்படும் மோசடி பற்றி பார்த்தோம். அதில் முக்கியமான ஒன்று சொத்துவரி. இந்தியா முழுவதும் நடப்பு நிதியாண்டில் சொத்துவரியாக பணக்காரர்களிடமிருந்து வசூலிக்கப்பட்டது எவ்வளவு என்று பார்த்தால் அது எவ்வளவு அபத்தம் என்பது புரியும். ஒரு முகேஷ் அம்பானி 6,000 கோடி ரூபாயில் தனக்கென ஒரு வீட்டையே கட்டுகிறார். ஆனால், அகில இந்திய அளவிலேயே சொத்துவரியாக வசூலிக்கப் பட்டது வெறும் 500 கோடி ரூபாய் தான். இந்த ஆண்டு அதை 1,030 கோடி ரூபாயாக்கியிருக்கிறார்கள். அவ்வளவுதான்.
மல்லையாக்களுக்காக ஒரு சலுகையா?
வெளிநாடுகளில் கடன் வாங்கி தொழில் முதலீட்டுச் செலவுகளுக்கு பயன்படுத்தலாம் என்று சலுகை அளிக்கப்பட்டிருக்கிறது. கிங் ஃபிஷர் விமான நிறுவனத்தை நடத் திக்கொண்டிருக்கும் விஜய் மல்லையாவை மனதில் வைத்துக்கொண்டே இந்த சலுகையை அறிவித்திருப்பார்கள் போலிருக்கிறது. அந்நியச் செலாவணி கையிருப்பு போதுமான அளவுக்கு இருக்குமானால் இப்படிப்பட்ட வெளிநாட்டுக் கடன் முதலீடுகளால் பிரச்சனை இல்லை. ஆனால், போதுமான அந்நியச் செலாவணி கையிருப்பு இல்லை என்பதுதான் நமது நிலைமை. பல்வேறு தனியார் நிறுவனங்கள் தங்களது முதலீட்டுச் செலவுக்கென வெளிநாடுகளில் உள்ள வங்கிகளில் இருந்து கடன்பெற்று, அதனை முறையாக திருப்பிச் செலுத்தவில்லை என்றால் அந்த வட்டிச் சுமை சுற்றிவளைத்து நம் மக்களின் தலையில்தான் ஏற்றப்படும்.
மொத்த உள்நாட்டு உற்பத்தியில் 2 விழுக்காட்டிற்கும் குறைவாகவே மானியச் செலவு இருக்க வேண்டும் என்பது நமது கொள்கையென நிதியமைச்சர் தனது பட்ஜெட் உரையில் கூறியிருக்கிறார். ஏற்கெனவே சொன்னதைப்போல் ஏகபோக, பெரும் நிறுவனங்களுக்கு 46,000 கோடி ரூபாய் வரையிலும் சலுகை அளிப்பதை தேவையற்ற மானியமாக மத்திய அரசு கருதவில்லை. உணவுப் பாதுகாப்பு, சுகாதாரம், விவசாய இடுபொருள்கள் உட்பட எளிய மக்களுக்காக செய்யப்படும் சமூக செலவுகளைத்தான் வெட்ட வேண்டிய மானியமாக இந்த அரசு கருதுகிறது. உண்மையில் மக்களுக்கு அளிக்கப்படும் மானியங்கள், அவர்கள் வாங்கும் சக்தியை அதிகரித்து, உற்பத்திப் பொருட்களுக்கான தேவைகளையும் அதிகரித்து, பொருளாதார வளர்ச்சிக்குத்தான் உதவும். ஆட்சியாளர்களோ அந்தக் கோணத்தில் சிந்திக்காமல் முதலாளிகளுக்கான நேர்முக வரிகளில் சலுகை அளித்து பொருளாதார வளர்ச்சியை ஏற்படுத்த முயல்கிறார்கள். பெரும் நிறுவனங்களுக்கு அளிக்கப்படும் இப்படிப்பட்ட சலுகைகளின் பலன்கள் ஒருபோதும் மக்களுக்கு வந்தடைவதில்லை என்பதுதான் அனுபவம்.
பொதுத்துறை நிறுவனங்கள் யாருக்குச் சொந்தம்?
பொதுவாக பொதுத்துறை நிறுவனங்களை அரசு தனக்குச் சொந்தமானதாக நினைத்துக் கொள்கிறது. எனவே அதை எப்படி வேண்டுமானாலும் கையாளலாம் என்று நினைக்கிறது. ஆனால் அவை மக்களுக்குச் சொந்தமானவை. அவற்றில் கைவைக்கும் அதிகாரம் அரசுக்கு இல்லை. வேடிக்கை என்னவென்றால், நிதியமைச்சர் பொதுத்துறை நிறுவனங்களின் பங்குகளை மக்கள் வாங்குவதற்கு வழி செய்யப்படும் என்கிறார். இது எப்படி இருக்கிறதென்றால், ஒரு பொருளின் சொந்தக்காரரிடமே அந்தப் பொருளை நீங்கள் வாங்கிக் கொள்ளலாம் என்று சொல்வது போல் இருக்கிறது.மேலும், லாபகரமாக இயங்காத பொதுத்துறை நிறுவனங்களின் பங்குகள்தான் தனியாருக்கு விற்கப்படுவதாக அரசு சொல்லிக்கொள்கிறது. லாபகரமாக இயங்காத எந்த ஒரு நிறுவனத்தின் பங்குகளை முட்டாள்கள் கூட வாங்க மாட்டார்கள். லாபகரமாக இயங்கும் என்று தெரிந்தால்தான் முதலாளிகள் பங்குகளை வாங்குவார்கள்.
அப்படி, லாபகரமாக இயங்கக்கூடிய நிறுவனங்களின் குறைபாடுகளைக் களைந்து தொடர்ந்து வெற்றிகரமாக செயல் படவைத்து மக்களின் சொத்தை பாதுகாப்பதுதான் பொறுப்புள்ள அரசாங்கத்தின் கடமையாக இருக்க முடியும். ஆனால், பொதுத்துறை நிறுவனங்களின் பங்குகள் தனியாருக்கு விற்கப்படுவதன் பின்னணியிலுள்ள இந்த மோசடிகளை பல பொருளாதார அறிஞர்களும் சொல்வதில்லை, ஊடகங்களும் வெளிப்படுத்துவதில்லை. ஆகவேதான், தங்களுடைய சொத்து களவாடப் படுகிறது என்ற உண்மை தெரியாதவர்களாக, அதற்கு மக்களுடைய எதிர்ப்பு வராமல் இருக்கிறது. ‘டிஸ் இன்வெஸ்ட்மென்ட்’ எனப்படும் இந்த பொதுத்துறை நிறுவனங்கள் சீரழிப்புக்கு எதிரான குரல் பல மடங்கு வலுவாக ஒலித்தாக வேண்டும். மேற்கு வங்கத்திலும், கேரளத்திலும் இடது முன்னணி செய்த ஒரு முக்கியமான சாதனை, நஷ்டத்தில் இயங்குவதாக சொல்லப்பட்ட பொதுத்துறை நிறுவனங்களை வலுப்படுத்தி லாபகரமாக இயங்க வைத்ததுதான். திட்டமிட்டே ஊடகங்கள் அந்த தகவல்கள் மக்களுக்கு வராமல் தடுத்தன.
அரசு கடன் வாங்குவது அவமானமா?
அரசு தனது செலவினங்களுக்காக கடன்பெறுவது என்பது ஏதோ செய்யக்கூடாத தவறு என்பதைப் போல சித்தரிக்கப்படுகிறது. தொழில் நிறுவனங்கள் வங்கிகளிடமிருந்து - அதுவும், பொதுத்துறை வங்கிகளிட மிருந்துதான் - கடன் பெற்றுத்தான் முதலீடு செய்கின்றன. மக்களால் தேர்ந்தெடுக்கப்படாத, சொந்த லாபத்திற்காக மட்டுமே இயங்குகிற தனியார் நிறுவனங்கள் வங்கிகளிட மிருந்து கடன் பெறுவது நியாயம் தான் என்றால், ஒரு அரசு தனது மக்களுக்குச் செய்ய வேண்டிய பணிகளுக்காக கடன் பெறுவதில் எந்தத் தவறும் இல்லை. ஆகவே, அரசு கடன் பெற்று, முதலீடு செய்து, உபரியை ஈட்டி கடன்களை அடைக்க முடியும்.
இன்னொரு கோணத்தில் சொல்வதானால், அரசாங்கம் கடன் வாங்கித்தான் செயல்பட வேண்டும் என்று நாம் சொல்லவில்லை. ஏற்கெனவே சொன்னதுபோல செல்வந்தர்களுக்கான நேர்முக வரியை முறையாக நிர்ணயித்து அதை வசூல் செய்தாலே அரசு கடன் வாங்க வேண்டிய அவசியம் வராது. அதற்கு மேலாக, மக்கள் நலத் திட்டங்களை செயல் படுத்துவதற்கு நிதி தேவைப்படும் போது அதனை கடனாகப் பெறுவதிலும் தவறில்லை. அரசு கடன் பெறக் கூடாது என்று சொல்வதன்மூலம், மக்களுக்கான திட்டங்கள்தான் மீண்டும் அரிக்கப்படுகின்றன. அதை நாம் தடுத்தாக வேண்டும்.
பற்றாக்குறையாகும் பகுத்தறிவு
ஆண்டுதோறும் பற்றாக்குறை இலக்கு என ஒன்றை பட்ஜெட்டில் அறிவிப்பார்கள். ஒரு தடவைகூட அந்த அளவிற்கு பற்றாக்குறையை குறைக்க முடிந்ததில்லை. ஒரு வாதத்திற்காக, 5 விழுக்காடு பற்றாக்குறை இலக்கு என அறிவிக்கப்படுவதாக வைத்துக்கொள்வோம். அதை இரண்டு வழிகளில் அடைய முடியும். ஒன்று, செலவுகளைக் குறைப்பது, இன்னொன்று வரவை அதிகரிப்பது. செலவைக் குறைப்பது என்றால், அது மக்களுக்கான செலவைக் குறைப்பது என்றுதான் நடைமுறைப்படுத்தப்படுகிறது.
பெரும்முதலாளி களுக்கு வழங்கப்படும் மானியங்களையும், பெரும் நிலவுடைமையாளர்களுக்கான வரிச்சலுகைகளையும் குறைப்பது என்ற கோணத்தில் அரசு யோசிப்பது இல்லை.அதேபோல் வரவை அதிகரிப்பது என்றால், அது கடன் அல்லாத வரவாக இருக்க வேண்டும். நேர்முக வரிவிகிதங்களை அதிகரிப்பதன் மூலமாகவும், பொதுத்துறை நிறுவனங்களை சிறப்பாகச் செயல்படுத்துவதன் மூலமாகவும் கிடைக்கிற வரவாக இருக்க வேண்டும்.
மர்மமான மவுனம் எதற்காக?
ஆனால், இப்படிப்பட்ட வழிகளில் அரசாங்கத்தின் வரவை அதிகரிப்பது பற்றி ஆட்சியாளர்களும் பொருளாதார வல்லுநர்கள் எனப்படுவோரும் ஊடகங்களும் பேசுவதே இல்லை. அதற்கு அவர்கள் சொல்கிற வாதம் - அப்படியெல்லாம் செய்தால் முதலீட்டாளர்கள் ஊக்கமிழந்துவிடுவார்கள் என்பதுதான். முதலீடு செய்து லாபம் எடுப்பவர்கள் திரும்பத் திரும்ப அதைச் செய்து கொண்டுதான் இருப்பார்களேயல்லாமல் தொழிலை நிறுத்திவிட மாட்டார்கள். சம்பாதித்த பணத்தை வெளிநாடுகளுக்கு எடுத்துப் போகக் கூடாது என்று தடைவிதித்தால், அவர்கள் என்ன செய்வார்கள்? பணத்தைச் சாப்பிடவா போகிறார்கள்? 30 விழுக்காடு லாபம் ஈட்டிய வியாபாரத்தில் வரிகளின் காரணமாக 25 விழுக்காடு லாபம்தான் கிடைக்கும் என்றால் அதை முதலாளிகள் வேண்டாம் என்று சொல்லி நிறுவனத்தை மூடிவிடுவார்களா என்ன?டாடாவிடமிருந்து ஒரு ரூபாயை எடுத்து சோற்றுக்கு வழியில்லாதவர்களுக்குக் கொடுத்தால் டாடா உற்சாகம் இழந்துவிடுவார் என்பது போன்ற அபத்தமானவாதம் தான் இது. இங்கேதான் அரசியல் உறுதி வேண்டும் என்பது.
இதுதான் சட்டம், இதற்கு உட்பட்டு நீ தொழில் நடத்து, லாபம் ஈட்டு என்று சொல்கிற அரசியல் உறுதி ஏன் ஆட்சியாளர்களுக்கு இல்லை என்பதே கேள்வி.
வாரிக்கொடுக்கும்‘வரிச் செலவு’!
பட்ஜெட் முழு விவரங்களை இணையத்தில் வெளியிட்டிருக் கிறார்கள். அதில், யாரும் கண்டு கொள்ளாத ஒரு பகுதி - ‘டாக்ஸ் எக்ஸ்பெண்டிச்சர்’ என்ற தலைப்பில் இருக்கிறது. வரிச் சலுகைகளால் ஏற்படும் இழப்புக்குத்தான் இப்படி ‘வரிச் செலவு’ என்ற அர்த்தம் தருகிற தலைப்பை வைத்திருக்கிறார்கள். 2011-12ம் ஆண்டில் வசூலான வரியை விட மிகக் கூடுதலான வரி இழப்பு ஏற்பட்டிருப்பதாக அந்தத் தகவல் கூறுகிறது. எடுத்துக்காட்டாக, ஆயத் தீர்வையாக (உற்பத்தி வரி) வசூலிக்கப்பட்ட தொகை 1 லட்சத்து 46 ஆயிரம் கோடி ரூபாய், வரி இழப்பு 2 லட்சத்து 12 ஆயிரத்து 167 கோடி ரூபாய்! இது வரி வசூல் துறையின் செயலின்மையால் ஏற்பட்ட இழப்பு அல்ல, அரசு அளித்த வரிச் சலுகைகளால் ஏற்பட்ட இழப்பு! சுங்கவரி மூலம் வசூலானது 1 லட்சத்து 53 ஆயி ரம் கோடி ரூபாய், சலுகைகளாக விட்டுக்கொடுக்கப்பட்டது 2 லட் சத்து 23 ஆயிரத்து 653 கோடி ரூபாய்! தனி நபர்களுக்கும் நிறுவனங்களுக்கு மான வருமான வரியில் சுமார் 1 லட் சம் கோடி ரூபாய் சலுகையாகத் தரப்பட்டிருக்கிறது... இப்படியாக ஆண்டுக்கு சுமார் 5 லட்சம் கோடி ரூபாய் வரிச் சலுகை தரப்பட்டிருக்கிறது. கடந்த நான்கு ஆண்டுகளில் இவ்வாறு தாரை வார்க்கப்பட்ட தொகை 20 லட்சம் கோடி ரூபாய் செல்வந்தர்களுக்கு வாரி வழங்கப்பட்டிருக்கிறது!உணவுப் பாதுகாப்பைச் செயல்படுத்துவதற்குத் தேவைப்படும் தொகை 1 லட்சத்து 40 ஆயிரம் கோடி ரூபாய்.
அதற்குப் பணம் இல்லை என்று கையை விரிக்கிற அரசு, கார்ப்பரேட் முதலாளிகளுக்கும் மற்ற செல்வந்தர்களுக்கும் இப்படி சலுகைகளாக 20 லட்சம் கோடி ரூபாயை அள்ளிக் கொடுத்திருக்கிறது! இது அநியாயம் இல்லையா? மாநில அரசுகளுக்குக் கடும் சிக்கல்களை ஏற்படுத்துகிற பட் ஜெட்டாகவும் இது இருக்கிறது. எரிபொருள் விலையேற்றத்திற்கு வழிசெய்யப்பட்டிருப்பதும் ஏழைகளைத்தான் மேலும் நெருக்கடியான வாழ்க்கைக்குத் தள்ளும். விவசாயம், கல்வி, சுகாதாரம் போன்ற மக்கள் சார்ந்த ஒதுக்கீடுகள் இந்த பட்ஜெட்டில் மிகக் குறைவு, மொத்தத்தில் பண வீக்கம், வேலையின்மை, விவசாய நெருக்கடி ஆகிய மூன்று மையமான பிரச்சனைகளையும் எதிர்கொள்ள உதவாத பட்ஜெட்டைத்தான் மன்மோகன் சிங் அரசு தாக்கல் செய்திருக்கிறது. அது மட்டுமல்லாமல், நம்பகமில்லாத மதிப்பீடுகளுடனான இப்படிப்பட்ட வரவு- செலவு அறிக்கையைத் தாக்கல் செய்தாலும், இடைக்காலத்தில் அவ்வப்போது பெட்ரோல் விலை உயர்வு போன்ற பட்ஜெட்டிற்கு உட்படாத நடவடிக் கைகளையும் அரசு எடுக்கும் என்பது நமக்குத் தெரிந்ததுதான். மக்கள் இதை எதிர்த்துப் போராட வேண்டுமானால், மறைக்கப்படுகிற இந்த உண்மைகளை அவர்களிடம் கொண்டு சேர்க்கிற பெரிய கடமை இடதுசாரி - ஜனநாயக இயக்கங்களுக்கும் தொழிற்சங்கங்களுக்கும், மக்கள் அமைப்புகளுக்கும் இருக்கிறது.

1. What is Joint Consultative Machinery?
The scheme of Joint Consultative Machinery is a platform for constructive dialogue between the representatives of the staff side and the official side for peaceful resolution of all disputes between the Government as employer and the employees. The scheme was introduced in 1966 with the objectives of promoting harmonious relations and securing the greatest measure of cooperation between the Central Government as the employer and the employees in matters of common concern and with the object of further increasing the efficiency of the public service combined with the well being of those employed. The scheme is a non statutory one mutually agreed upon between the staff side and the official side.
2. What is the applicability of the JCM Scheme?The scheme covers all regular civil employees of the Central Government, except:
(a)The Class -I services;
(b)The Class-II services, other than the Central Secretariat Services and the other comparable services in the headquarters organisation of the Government;
(c) Persons in industrial establishments employed mainly in managerial or administrative capacity, and those who being employed in supervisory capacity drawing salary going beyond grade pay of Rs.4200/- per month;
(d)Employees of the Union Territories; and
(e)Police personnel.
3. What is the structure of the Joint Councils under the JCM Scheme?The scheme provides for setting up of Joint Councils at the National, Departmental and Regional / Office levels. The National Council, chaired by the Cabinet Secretary, is the apex body.
4. How are staff side members selected for various Joint Councils?
The representatives of the staff side for various Joint Councils are chosen / selected from members of the recognized service
associations/ unions.
5. What is the time schedule for holding meetings of the National! Departmental Councils?
As per the JCM Scheme, ordinary meeting of the National Council/ Departmental Council may be held as often as necessary as but not less than once in four months.
6. How recognition is granted to the staff associations?
The Department of Personnel & Training being the nodal department for matters relating to Joint Consultative Machinery and Compulsory Arbitration, has notified Central Civil Services (Recognition of Associations) Rules, 1993 for the purpose of granting recognition to various service associations. Recognition is actually granted by the concerned Ministry/Department in accordance with the CCS (RSA) Rules, 1993. In case of any doubt or confusion, the matter is referred to the JCA Section of the Department of Personnel & Training for clarification / advice.
7. What are the facilities available to recognised associations?
The recognized associations/ unions enjoy certain facilities like:
(a) Negotiations with the employer;
(b)Correspondence and meetings with the head of the administrative departments;
(c)Provision of accommodation for the associations subject to availability;
(d)Facility of special casual leave up to 20 days in a year to the office bearers of the associations.
(e)Payment of T.A/ D.A for attending officially sponsored meetings; and
(f) Facility of seeking transfer of Chief Executive of the Union /association to the Headquarters of the appropriate head of administration.
8. What will happen if there is no agreement between the staff and the official side?
If there is no agreement between the staff and the official side on an arbitrable issue, then the matter is to be referred to the Board of Arbitration if so desired by the staff side.
9. What are the Issues on which arbitration is possible?The arbitration is limited to the following issues:
(a) Pay and allowances;
(b) Weekly hours of work; and
(c) Leave
10. Is the award given by the Board of Arbitration binding on the parties?
The award given by the Board of Arbitration is binding on the Government as well as the staff side subject to the overriding authority of the Parliament. The award can be modified / rejected only with the approval of the Parliament through a formal resolution on grounds affecting national economy or social justice.

AICPIN for the month of February 2012


All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of February, 2012 increased by 1 point and stood at 199(one hundred & ninety nine).
During February, 2012, the index recorded maximum increase of 5 points in Puducherry centre, 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres, 3 points in 4 centres, 2 points in 10 centres and 1 point in 30 centres. The index decreased by 5 points in Quilon centre, 3 points each in Tiruchirapally and Salem centres, 2 points in 2 centres, 1 point in 8 centres, while in the remaining 17 centres the index remained stationary.
The maximum increase of 5 points in Puducherry centre is mainly on account of increase in the prices of Rice, Goat Meat, Poultry (Chicken), Curd, Snack Saltish, Country Liquor, Refined Liquor, Shirting Cloth (Synthetic), Bus Fare, Auto-rickshaw Fare, Barber Charges, Flower/Flower Garlands etc. The increase of 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres is mainly due to increase in the prices of Rice, Groundnut Oil, Mustard Oil, Goat Meat, Fish Fresh, Vegetable & Fruit items, Tea (Readymade), Electricity Charges, Flower/Flower Garlands, etc. The decrease of 5 points in Quilon centre is due to decrease in the prices of Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, etc. The decrease of 3 points each in Tiruchirapally and Salem centres is due to decrease in the prices of Rice, Eggs (Hen), Onion, Garlic, Tamarind, Chillies Dry, Vegetable items, Flower/Flower Garlands, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad – 196
2. Bangalore – 204
3. Chennai – 186
4. Delhi – 182
5. Kolkata – 186
6. Mumbai – 200
The point to point rate of inflation based on CPI-IW(General) for the month of February, 2012 is 7.57% as compared to 5.32% in January, 2012. Inflation based on Food Index attained the level of 5.08% in February, 2012 as compared to 0.49% in January, 2012.

Government servants are aware that the Ministry of Finance and Railways, both have already issued orders for grant of one increment in the pre-revised pay scale to nullify the anomaly in respect of central government employees who were in receipt of pre-revised increment between February 2006 to June 2006.

A day of freedom for the Indian people strapped by Emergency.


March 27, 1977 was a day of freedom for the people of India, who were faced with the draconian Emergency imposed on the country by Prime Minister Indira Gandhi . Faced with the election debacle, Indira Gandhi promulgated the Emergency on 25th June 1975. Democratic rights were taken away, the press was made silent, free speech was taboo. Almost all opposition political leaders were put in jail. Fundamental rights bore the maximum attacks. Trade unions were derecognised and no struggles could take place. No increase in DA, even after 5 DAs were eligible. The country became one big prison, with a complete nation gagged.
Trade Union leaders were also arrested in large numbers and jailed. I was taken in to custody twice, but was released after long hours' interrogation. But many other P&T comrades both in Kerala and W.Bengal were jailed including Com. N.J.Iyer.
The Emergency was revoked by Indira Gandhi in the miscalculation that the Congress will win in the election just announced. But the people reacted to the hated Emergency completely by routing the Congress. For the first time, a non-Congress Government, headed by Janata Party came in to power.
Let there be no such 'Emergency' again.

Get Rid of All Your Debts

Protect Your Emergency fund

Emergency expenses can happen any time. But the possibility goes up during the old age. Develop a withdrawal strategy

How are you planning to withdraw your cash outflow during retirement from the retirement corpus? Monthly, quarterly, half yearly or annually? Through Sytematic Withdrawal plan in mutual funds or by way of dividend or interest. All these will have a great impact on the corpus you need to accumulate. So you need to decide in advance.

Minimize taxes

Your retirement corpus and retirement income need to be tax efficient. Issues arising out of implementation of L1, L2 concept in RMS - letter to DG , posts

Sub: - Issues arising out of implementation of L1, L2 concept in RMS – request for discussions – reg.

As you are aware the L1, L2 concept has been implemented in RMS w.e.f. 15.02.2012. Almost one and a half month is over now. During the January 2012 strike discussions, it was assured that any issues arising out of implementation of the L1, L2 concept, will be discussed with the staff side. Earlier when speed post hub system was introduced a committee under your chairpersonship has been constituted by the Directorate with Secretary General of NFPE and FNPO and staff side has been given enough opportunity to submit and discuss the problems relating to speed post hub system. Finally the following consensus was also arrived at.

Wherever required, more intra – circle hubs will be opened. Chief PMG’s have been directed to submit proposals. Staff side also submitted its proposal.

Regarding the change of administrative jurisdiction to RMS Superintendents, instructions were issued to the Chief PMGs to decide the issue at their own level.

Based on the above decisions most of the issues relating to speed post hub could be settled, but still in some circles the Chief PMGs have not taken any result-oriented action. This needs further discussions at Directorate level.

Now after implementation of L1, L2 many issues have cropped up which are to be discussed urgently for finding out remedial measures. Based on the experience at field level during the last one and a half month period, the staff side submit the following suggestions for immediate discussion and settlement with regard to L1, L2.

There is an urgent need to convert certain existing L2 hubs into L1 in each circle. Similarly the necessity of opening of some new L1 hub at some new locations is also required. The staff side is ready to submit its proposal.

Regarding closing of bags direct bags are to be closed from L2 to the L1 (to which it is mapped) and also to all other L2 offices under the same L1, to avoid delay and accumulation for mails at L1.

Inspite of oral and written assurance given by Secretary, Department of Posts, certain CPMGs/PMGs are trying to transfer the staff outside their headquarters. Clear instructions should be issued to all CPMGs/PMGs to avoid transfer of staff outside their headquarters without request.

In view of the above, we request you to

either to revive the MNOP committee constituted under the chairmanship of Member (Operations) and hold discussion with staff side to arrive at a concensus.

or to hold discussion with the staff side at your level.

This may be done at an early date.

We hope that through mutual discussions most of issues arising out of implementation of L1, L2 and remaining issues regarding speedpost hubs can be resolved amicably.

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.

Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.


  In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules,  2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July  will be eligible to be granted the increment. The first increment after fixation of pay on  1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.
  2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June  during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.
  3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under  Rule 10 of these Rules, those central government employees who were due to get their  annual increment between February to June during 2006 may be granted one increment  on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get  the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.
  4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

மே 1 அன்று முழு வேலை நிறுத்தம்



பல்வேறு கோரிக்கைகளை வலியுறுத்தி அமெரிக்காவில் கடந்த ஆறு மாதங்களாக கைப்பற்றுவோம் போராட்டங்கள் நடைபெற்று வந்தன. இந்தப் போராட்டங்கள் மீது அமெரிக்கா கடும் அடக்குமுறையைக் கட்டவிழ்த்து விட்டது. இந்த வாரத்தில் மட்டும் இதுவரையில் 73 பேர் கைது செய்யப்பட்டுள்ளனர்.
கடந்த ஆறு மாதங்களில் கைது செய்யப்பட்டவர்களின் எண்ணிக்கை ஆறாயிரத்தைத் தாண்டிவிட்டது. முதன்முதலில் கடந்த ஆண்டு செப்.17 ஆம் தேதியன்று சுக்கோட்டி பூங்காவில்தான் இந்தப் போராட்டம் துவக்கப்பட்டது. ஆறு மாதங்கள் நிறைவு பெறுவதையொட்டி, அந்தப் பூங்காவை மீண்டும் கைப்பற்றப் போவதாக போராட்டக்காரர்கள் அறிவித்தனர். அவர்களின் முயற்சியை முறியடிக்க கைது மற்றும் மிரட்டல் போன்ற வழிகளில் காவல்துறையினர் இறங்கினர்.
எந்தவிதத் தொய்வும் இல்லாமல் தொடர்ந்து போராட்டம் நடந்து வருவதால், சுக்கோட்டி பூங்கா முன்பாக நூற்றுக்கணக்கான மக்கள் திரண்டுவிட்டனர். இந்த ஆர்ப்பாட்டத்திற்கு பல்வேறு தொழிற்சங்கங்கள் மற்றும் தொழிலாளர்களுக்கு நீதிகோரும் அமைப்புகள் ஆகியவை ஆதரவு தெரிவித்திருந்தன. தங்கள் அமைப்புகளின் உறுப்பினர்கள் அனைவரும் இந்த ஆர்ப்பாட்டத்தில் பங்கேற்க வேண்டும் என்று அழைப்பு விடுத்தார்கள். நாடு முழுவதும் நடந்து வரும் அடக்குமுறையைக் கண்டித்து வரும் மே 1 ஆம் தேதியன்று முழு வேலை நிறுத்தம் நடத்த பல்வேறு அமைப்புகள் திட்டமிட்டுள்ளன.
அமெரிக்க மக்கள் அனைவரும் பணிகளுக்குச் செல்லாமலும், மாணவர்கள் வகுப்புகளில் பங்கேற்காமலும் இருக்க வேண்டும் என்று அமைப்புகள் வேண்டுகோள் விடுத்துள்ளன. அந்த ஒரு நாளில் மக்கள் எந்த செலவையும் செய்ய வேண்டாம் என்ற வித்தியாசமான கோரிக்கையையும் முன்வைத்திருக்கிறார்கள்.ஜனநாயகக் கட்சியைச் சேர்ந்த ஒரு பிரிவினர் கைப்பற்றுவோம் போராட்டங்களுக்கு ஆதரவு தெரிவித்துள்ளனர். மன்ஹாட்டன் நகரைச் சேர்ந்த ஜனநாயகக் கட்சித் தலைவர்களில் ஒருவரான டானிஸ் ரோட்ரிக்ஸ் காவல்துறையினரின் அடக்குமுறை நடவடிக்கைகளைக் கடுமையாகக் கண்டித்தார். போராட்டக்காரர்களின் அடிப்படை உரிமையைப் பாதுகாக்கும் வகையில் மன்ஹாட்டன் நகரக் கவுன்சிலில், போராடுபவர் உரிமைப் பாதுகாப்பு மசோதா கொண்டு வர வேண்டும் என்றும் அவர் வலியுறுத்தினார்.
அவரது கருத்துக்கு தொழிற்சங்கங்கள், சமூக அமைப்புகள், மனித உரிமை அமைப்புகள் ஆகியவற்றிடமிருந்து நல்ல வரவேற்பு கிடைத்தது. நகரக்கவுன்சில் உறுப்பினர்களும் இத்தகைய மசோதாவை நிறைவேற்றத் தயாராக இருக்கிறார்கள். ஆனால் பொது இடங்களை ஆர்ப்பாட்டங்களுக்கு பயன்படுத்தக்கூடாது என்ற சட்டத்தில் ஒபாமா கையெழுத்திடுகிறார். அது அமலுக்கு வந்துவிட்டால் நகர கவுன்சில் தீர்மானம் செல்லாததாகி விடும்.
ஆசிரியர்களும் போராட்டக் களத்தில்
லாஸ் ஏஞ்சல்சில் ஆயிரக்கணக்கான ஆசிரியர்கள் பேரணியாக வலம் வந்துள்ளனர். கல்விக்கான பட்ஜெட்டில் எக்கச்சக்க வெட்டை ஒபாமா தலைமையிலான அரசு செய்யப் போகிறது. ஆயிரக்கணக்கான ஆசிரியர்களின்வேலைபறிபோகப்போகிறது. இதுவரையில் 9 ஆயிரம் ஆசிரியர்களுக்கு பணிநீக்கம் செய்யப்போகிறோம் என்கிற நோட்டீஸ் அனுப்பப்பட்டுள்ளது. கலிபோர்னியா மாகாணத்தில்தான் அதிகமான அளவில் ஆசிரியர்கள் வேலையிழக்கிறார்கள். இவர்களுக்குப் பதிலாக புதிதாக ஆசிரியர்களை நியமிக்கப் போவதில்லை.
அப்படி நியமிக்காத பட்சத்தில் சுமார் 40 விழுக்காடு பள்ளிக்கூடங்கள் இழுத்து மூடப்பட்டாலும் ஆச்சரியமில்லை. இது ஒட்டுமொத்த கலிபோர்னியாவின் கல்வித்துறையையே முடக்கி விடும் என்கிறார்கள் ஆசிரியர்கள். வேலை நீக்கத்திற்கு அடையாளமாக வழங்கப்பட்டுள்ள இளஞ்சிவப்பு அட்டைகளைக் கைகளில் ஏந்தியவாறு ஆயிரக்கணக்கான ஆசிரியர்கள் எதிர்ப்புப் பேரணியில் பங்கேற்றனர்.அமெரிக்கக் கல்வித்துறை தனது சொந்த ஊழியர்களை மட்டுமல்லாமல், ஒட்டுமொத்த சமூகத்தையே மரியாதை இல்லாமல் நடத்துகிறது என்கிறார் போராடும் ஆசிரியர்களில் ஒருவரான ஜோஸ் லாரா. நடைமுறையில் என்ன பிரச்சனைகள் என்பது பற்றிக் கவலைப்படாமல் அரசு நடவடிக்கை எடுத்துக் கொண்டிருக்கிறது. ஐக்கிய ஆசிரியர்கள் சங்கத்தின் தலைவர்களில் ஒருவரான வாரன் பிளெட்சர், கலிபோர்னியா நிர்வாகம் மட்டும் எந்தக் கவலையும் இல்லாமல் ஆசிரியர்களை பணிநீக்கம் செய்தால் ஆயிரக்கணக்கான ஆசிரியர்கள் பாதிக்கப்படுவார்கள்.
அதோடு, ஒட்டுமொத்த மாகாணத்தின் கல்வித்துறையே முடங்கிவிடும் என்கிறார். தங்களின் வேலை நீக்கம் மற்றும் வாழ்வாதாரப் பாதிப்பு என்பதோடு நிற்காமல், மாணவர்களின் கல்வி முழுமையாகப் பாதிக்கப்பட்டுவிடும் என்று எச்சரிக்கை மணியை ஒலிக்க விடுகிறார்கள் ஆசிரியர்கள். மாகாண நிர்வாகமோ, தந்திரமான மக்களை முன்னிறுத்துகிறார்கள். வரியைக் கூட்டினால் இதைச் சமாளித்துவிடலாமே என்று மக்களை மிரட்டிக் கொண்டிருக்கிறது. பள்ளிக்கல்வித்துறையை முடக்கும் இந்தத் திட்டத்தோடு, முதியோர் கல்வி, இளங்கலை மற்றும் சிறுவர்களுக்கான திட்டங்கள் ஆகியவற்றை இல்லாமல் போகச் செய்யும் திட்டம் அமெரிக்க அரசுக்கு உள்ளது. ஜூன் 30 ஆம் தேதிக்குள் பட்ஜெட் பற்றாக்குறையைப் போக்குவதற்கான வேலைகளை நாங்கள் முடித்தாக வேண்டும் என்கிறது நிர்வாகம்.
இந்நிலையில்தான் நாடு முழுவதும் நடக்கும் கைப்பற்றுவோம் போராட்டங்களின் ஒரு பகுதியாக கல்வித்துறை ஊழியர்களும் பங்கேற்கப் போகிறார்கள். மே 1 ஆம் தேதியன்று நடைபெறவிருக்கும் நாடு தழுவிய முழு வேலை நிறுத்தத்தில் அவர்களும் களமிறங்குகிறார்கள். 99 சதவிகித மக்களில் நாங்களும் ஒருபகுதிதான் என்று அவர்கள் முழக்கமிட்டு வருகின்றனர். நாடு தழுவிய வேலை நிறுத்தத்திற்கு புதிய உற்சாகத்தை அளிக்கும் வகையில் பல்வேறு துறையினர் ஆதரவு தெரிவித்து வருகிறார்கள்.

PRANAB REACHES OUT TO LEFT AHEAD OF BUDGET

Mr. Dasgupta told The Hindu later that the meeting came in the backdrop of “biggest nationwide strike” by trade unions on February 28, which sent a clear message registering a strong protest against the policies being pursued by the Congress-led Central government.


According to Mr. Dasgupta, Mr. Mukherjee agreed to hold a meeting with leaders of all trade unions. For the first time unions across the political spectrum, including the Congress-backed Indian National Trade Union Congress joined the strike. Although there are reports that many in the Congress leadership were not happy over the turn of events, Mr. Dasgupta said the government cannot ignore the voice of the people.
Mr. Mukherjee, who is the principal political manager for the UPA government, promised to hold the meeting after the presentation of the budget, Mr. Dasgupta said.

Enhancement of cost of memento presented to the retiring officials

               The Chief Postmaster General, TN Circle, Chennai – 600 002 vide his letter no. WLF/2-304/1 dated 29.02.11  conveyed that the Circle Postal Staff Welfare Board is pleased to increase the cost of mementos presented to the retiring departmental officials from Rs.1000/- to Rs.2000/-and for GDS officials from Rs.400/- to Rs.800/- with effect from 01.04.2012.
There is no change in the accounting procedure.
To honour the retiring officials the memento should be presented to the officials retiring on superannuation as well as on voluntary basis.

INTERNATIONAL WOMEN'S DAY greetings



OBSERVE INTERNATIONAL WOMEN'S DAY IN A
BEFITTING MANNER
It is 8th March:- the International Women's Day that is being observed all over the world. The women who constitute half of the human population continue to be the victims of liberalization policies on the one hand and male chauvinism and feudalistic outlook in the society at large on the other. Even the so called economically liberated women are not fully liberated socially. The much talked about legislations on empowerment of women are yet to take off in our country, despite campaigns unleashed by the enlightened women organisations in frequent intervals
The women employees in different sectors, where their general problems are being tackled through the organised trade union movement, face several women specific problems on which the trade union leadership are not sensitised so far. The most serious problem that the women employees face and suffer silently is the sexual harassment by fellow workers in general and the officers in particular. Trade unions must take up this issue seriously and ensure that women committees as envisaged by the DOPT.
The women employees, who constitute more than 20 to 40 percent depending upon the places of work, are yet to be unionised fully. Except for payment of union subscriptions and occasionally attending union conferences to elect the leaders of the associations and unions, seldom they are encouraged to take part in other day to day work of the trade unions.
There are States like West Bengal and Kerala where women organisations are constituted by the class conscious trade union movement. Such initiatives are needed elsewhere also. Even in All India Federations and Associations such Mahila Committees are only in the formative stages.
Taking into all these aspects, the Confederation called upon the Affiliates to organise women Committees. The Confederation convened its all India Women meet at Kolkata. The Kolkata convention elected an all India Women Committee. The said Committee has been mandated to bring about such committees all over the country..
The International Women's Day is coming up in this particular backdrop. The All India Women Sub- Committee headed by Comrades Gita Ghoshal Chair Person and C.P.Shobana Convenor has already called upon the entirety of the Confederation Affiliates to organise special women conventions, seminars and other types of organisational activities with specific reference to mobilisation of women employees working in CG Departments.
Confederation Headquarters calls upon the State Committees and the Affiliates of Confederation to observe the International Women's Day on March 8th in a befitting manner by implementing the call of the Women Committee of Confederation.
