NFPE DIAMOND JUBILEE CELEBRATION-INAUGURAL CEREMONEY


            NFPE Diamond Jubilee Celebration inaugural ceremony was held at M.P. Club , North Avenue , New Delhi on 24.11.2013 from 04 PM  under Presidentship of Com. T. Satyanarayana  Vice President  and Com. Giri Raj Singh President , NFPE respectively .                                                                             
     The Programme commenced with the Welcome speech of Com. R.N. Parashar, ASG, NFPE. He welcomed all the leaders, Guests and participants on behalf of NFPEHQ. Dr. Prabhat Patnaik eminent Economist and Professor, Jawahar Lal University, New Delhi inaugurated the ceremony. In his inaugural speech he appreciated the role of NFPTE and NFPE in the history of Trade Union movement of India. He elaborately described the adverse impact of neoliberal economic policies on the working class and common man of the country. He clearly stated that the wrong policies pursued by the Govt. of India are responsible for the miserable life of common man. He also suggested ways and means to improve the economic condition of the country.

            After inaugural speech of Dr. Prabhat Patnaik Com. S.K. Vyas, Patron, Confederation and living legend of trade union movement of India released the emblem of Diamond Jubilee celebrations of National Federation of Postal Employees. He also addressed the meeting and elaborately described the role of NFPTE in formation of Confederation and building united platform of struggle of the working class. Com. KKN Kutty , President Confederation , Com. V.A.N. Namboodri, President , BSNL Emp. Union, Com. M.S. Raja, Working President, Confederation and Secretary General of All India Audit and Acctts Association, Com. P. Abhimanyu, General Secretary, BSNL Emp. Union, Com. K.P. Rajgopal, Secretary General, Income Tax Employees Federation, Com. Vrigu Bhattacharjee, Secretary General , Civil Accounts Assn , Com. A.K. Kanojiya, Additional Secretary Income Tax Employees Federation, Com. Des Raj Sharma Ex. Dy. Secretary General NFPE & General Secretary P-IV, addressed the meeting and thrown light on the glorious history of NFPTE and NFPE thereafter .                                                                                                              
             Com. M. Krishnan elaborately described the role and sacrifices given by legendry leaders like, Babu Tarapada Mukherjee, Dada Ghosh, Com. K.G. Bose,Com. B.G. Dalvi  Com. K. Adinaraya, Com. N.J. Aiyar, Com. O.P. Gupta and Com. K.L. Moza in building the NFPTE and NFPE into a class oriented militant organization which is consistently fighting for the cause of working class He described many successes achieved by the NFPTE and NFPE thereafter  for the welfare of Postal Employees and he also stated that this organization has always been on the forefront of struggle for the protection of interests of Postal Workers in particular and entire working class in General.

            Com. I.S. Dabas Dy. Secretary General NFPE & General Secretary P-IV offered Vote of thanks.

            Other leaders of NFPE Com. P. Suresh, General Secretary R-IV , Com. Pranab Bhattacharjee, General Secretary Admn. Union , Com. P. Mohan, General Secretary  Casual Labourers Union, Com. Y. Nagabhushnam Working President  Casual Labourers Union, Com. S. Raghupathy ASG NFPE , Com. R. Seetha Laxmi ASG  NFPE , Com. C.P. Shobhna, Convenor Confederation Women Sub Committee and so many CHQ office bearers , Circle Secretaries , Divisional Secretaries and lady Comrades  from all over the country participated in the ceremony.

            The programme ended with the Presidential speech of Com. Giri Raj Singh President NFPE.

CONFEDERATION – ALL INDIA TRADE UNION EDUCATION CAMP – 2013- MUMBAI


Confederation of Central Government Employees & Workers (CCGEW) organized two days Study Camp on 15th & 16th November 2013 at CLI Auditorium, Central labour Institute, Sion, Mumbai. The Camp was inaugurated by Com. Tapan Sen, MP, and the General Secretary of CITU, New Delhi. The inaugural lecture by Com. Tapan Sen was on “Two decades of Globalisation policies and the Task of the Trade Unions”. Com. Tapan Sen narrated in detail about the impact of gloabalisation in the country in general and specifically on working class. In this era of globalisation regular workers are becoming minority and contract workers and casual workers became majority.  Hence, he called upon the entire work force to work for bringing change in policies of the Government and also change in the composition of the forces in the parliament so that there shall be enough strength in the parliament for progressive forces to take decisions in favour of working class. He concluded his presentation with a call to all to prepare their organization in such a manner so that the above message shall reach to everybody by motivating and convincing them on the issues and to prepare them mentally and physically to participate in campaign programme as well as in the agitational programme including strike for changing the neo-liberal economic policies and for bringing an alternative policy in its place.

Thereafter Com. Vivek Monterio, Secretary CITU Maharashtra State Committee spoke on the “impact of Globalisation in the Contracturisation”.  He opined that the issue of the contract labour system is no longer an incidental issue of the working class movement. Today it has become a core concern of the Indian trade union movement. Due to the government’s so called policy of ‘non recruitment’, the number of permanent workers is steadily decreasing. They are replaced by contract workers. While concluding his speech he appealed to all to work for the cause of the unorganized workers rising to the occasion. The time is ripe for our more active intervention on matters of labour and economic policy. We must use our influence on different political parties to prevent retrograde policies. We must conduct joint struggles at national level. We must move forward confidently to reassert, reaffirm and reestablish the relevance of our Constitution and its Directive Principles as a guide to our nation’s future.

Post-lunch session started with presentation by Com. S.K Vyas, Adviser CCGEW on “Joint Consultative Machinery & the Pay Commissions”.  In his presentation he elaborately explained the back ground of the introduction of Joint Consultative Machinery for bilateral discussion with the Government and its role in formation of service rules and facilities for Central Government Employees. He also narrated the history of all the pay commissions and the role played by the CCGEW. He made it clear that without organizing agitational programmes backing the demands, the JCM body will become an ineffective one.

The session was presided by Com. Giri Raj Singh Vice President CCGEW.

 After tea break Com. Ashok Dhawle, Secretary All India Kisan Sabha presented paper on the “Alternative Policy to the Present Crisis”. Com. Dhawle explained the crisis facing the world in general and our country in specific.  He projected the co-relation of political – economical – and class character of the ruling class and emphasized the need for change in the policies to overcome the crisis facing today.

Com. KKN Kutty, President CCGEW presided over the session. After the class by Com Ashok Dhawle the workshop adjourned for next day.

On 16th November 2013 the sessions started with the lecture by Dr. A Raghu Kumar, Advocate on the “Impact of Globalisation on Labour laws & Service Rules”. Dr. Raghukumar mentioned that  the present study attempts to understand the changing patterns of labour and service law jurisprudence in Indian courts, in three phases of India’s legal history i.e., from 1950-1975, 1975-1990 and 1991-2000.   These three periods show certain discernible patterns, and raises certain important questions on labour and service jurisprudence.  In the first phase (1950-1975) we find the expressions of Constitutional ‘socialism’, welfare-State ideas, beneficial or liberal constructions of law, reflecting the anti-colonial mood of nascent free-State, and its anxiety to get rid of ‘common law’ theories.   In the second phase (1975-1990), marked by more discussion about ‘socialism’ inserted into the Constitution by virtue of the 42nd Constitutional amendment, where we find in the judgments of the courts reverberating with the invocations of ‘socialist’ justice, giving pre-eminence status to ‘Directive Principles of State Policy’ over and above the idea of ‘Fundamental Rights’.   The third phase (1991- till date), has began with the introduction of the New Economic Policy of the Government in 1991, and internationalization of the Indian economy (Globalization, liberalization and privatization).He explained in detail all the three phases and opined that after 1990s the court has again tended to be in of favour of rich! He concluded his speech with a call to be beware of the situation and to react.

After the tea break Com. A.D. Golandaz, Vice President AITUC Maharashtra spoke on the subject of “Need of unity in TU movement in the Present scenario”. He elaborately explained the joint struggle in the recent past carried out in the country against the neo liberal policies and how it slow down the government attempt on implementing the policies under the dictates of IMF & World Bank. He called upon to all Central Government Employees to join in the united trade union movement.

After lunch Com. K.K.N Kutty, President CCGEW presented paper on the “history of Central Government Employees movement”.  Com. Kutty explained the back ground of the formation of Confederation of Central Government Employees, situation prevailed immediately after the independence era, the approach of the Jawaharlal Nehru Government on central government employees & Workers, the State of affairs of Civil Service Unions in 1950s, the second pay commission and the strike in 60s, and one day strike in 1968 and bonus struggle during 70 & 80s, struggle in the era of globalization initiated by confederation. He focused the role of CCGEW in formulating the agenda for the struggle for Government Employees and opined that always the Confederation took lead for campaign, agitation and struggle on issues.

The concluding session started with the presentation of Com. M. Krishnan on “Building up of the organisation and future tasks”. Com. Krishnan emphasized the need of the militant organisation. He also said that to build an organisation it is necessary to strengthen the organisation ideologically and politically. To become such an organisation this type of workshop, seminar, etc are necessary and the leadership should actively take part in it, apart from the day-to-day activities of the organisation. He further said to work unitedly to achieve our task. He emphasized the need for bringing younger generation into the leadership of our organizations as otherwise we will be failing in our durty towards building up a vibrant and class-oriented militant organisation. Confederation of CG Employees & Workers already placed 15 points charter of demand and started campaign prgrammes and agitations right from 2011. Government was forced to declare 7th CPC. Credit goes to confederation. To carry forward the agitation, more and more unions and association should be brought under the banner of CCGEW. The inactive organizations should become functional. In various sectors we have to move further. The role of the CCGEW become important in the present scenario and we should take all steps to unite & strengthen the movement. Without fighting the policies of the Government which intends to dismantle the government sector and public sector, we cannot protect our hard earned benefits.

The Camp was hosted by Confederation of Central Government Employees & Workers Mumbai. The participants were the leaders of various Central Government Employees’ organizations. Eight lectures were organized during the two days camp in which more than 250 delegates representing about 45 organizations of 25 Ministries and Departments from various part of the country took part. Com. K. V. Jayaraj, Asst. Secretary, CCGEW, presented the credential report.

The camp concluded with the resolve to strengthen the movement of Central Government Employees making it capable of organizing struggles and participating in the trade union movement of the working class against the ruling class to abandon the anti people Economic Policies pursued by the successive Governments since 1991. Com M. Krishnan Secretary General CCGEW while concluding the study camp assured of organizing such camps in different parts of the country and appropriate struggle programme on the need for merger of DA, Interim Relief, including of the GDS in the ambit of 7th CPC, reversal of New Pension Scheme, etc. will be decided at the National Executive Meeting of CCGEW slated for 28th November 2013.

“Workers are not Beggars!” – Babu Tarapada Mukherjee

“Workers are not Beggars,  they are the salt of the earth.
“What would be the world, brothers, were the workers to stop work?
“Take it from me, Brothers, that petitions and memorials and supplications will count for nothing so long as you do not organise yourselves in a manner to convince the government that you will no longer stand nonsense.”  – Tarapada Mukherjee , Lahore Speech  on 9th October 1921.

91 years back on  9th October  1921, Babu Tarapada Mukherjee, one of the pioneers of the P&T Trade Union movement, thus  roared in the Lahore All India Conference of Postal & RMS Employees Unions , exhorting the workers to organise and struggle for their demands against the British colonialism and the Postal Administration. As the newly elected President of the Union, he called upon the workers that there is no other way but to organise and struggle. He analysed the capitalist system and the need to fight against it for justice to the workers.  One can just wonder that how a postal employee can attack and expose the government and administration in such a way when the British were ruling not only India, but a good part of the world itself.
The Government and the Postal administration were naturally enraged and issued charge sheet to Tarapada proposing dismissal. He was told that if he apologizes for his speech, he may be excused. But Tarapada was of a different  mettle. He gave reply justifying each and every sentence he uttered and braved the Postal administration. Of course, he was dismissed from service. But he stood with the workers till the last and served their cause. The Lahore Speech was a great turning point in the history of the P&T TU movement.
The P&T  TU movement was built up by such great leaders. Henry Barton, B.N.Ghosh (Dada Ghosh), K.G.Bose, Adinarayana, N.J.Iyer – there is a long list of leaders who made the P&T movement, what it is today.
Let us remember that it is our duty to continue this great tradition to march ahead for the workers cause.

NFPE IS 60 YEARS YOUNG


                 
 National Federation of Postal Employees (NFPE) is a class-oriented militant organisation of above five lakhs postal employees. NFPTE was formed on 24.11.1954
                   The P&T trade union movement in India has inherited a history of struggles and sacrifices right from the days of British Raj.  During 1905 when there was no freedom to form unions, Babu Tarapada Mukherjee started this organisation in the name of a Postal Club at Kolkata GPO.  Tarapada was dismissed from service by the British Government for delivering a speech against the British Government in the year 1921 at Lahore All India Conference.  During the last more than one hundred years many leaders and workers of this organisation has been tortured, arrested and put under jail both by the British and Indian Governments.  Com. Dada Ghosh, founder Secretary General of NFPTE was arrested and placed under prolonged suspension. Com.N.J.Iyer, former All India President of NFPE was arrested for delivering a speech against “Emergency” in 1975 and imprisoned in Bikanir Jail for 18 months.  Com.K.Adinarayana, Former Secretary General of NFPE was in jail for three years for participating in the Telangara struggle against Nizam. Com. K. G. Bose, who electrified the P&T Trade Union movement with his class-oriented approach was dismissed from service. Many legendary leaders like Coms. O. P. Gupta, Henry Barton, V. G. Dalvi, K. L. Moza, A. S. Rajan, Piramanathan, N. C. Ambalavanan have lead this organization in the past.
                   25 days historic 1946 P&T strike is marked in the history of India’s freedom movement as one of the most militant struggle launched by P&T employees against the British Raj.  1960 five days strike of Central Government Employees, 1968 September 19th one day strike for Need Based Minimum wage in which 17 employees have been brutally murdered by the Government by resorting to firing and lathicharge. 1974 Bonus Strike, 1984 September 19th Strike for the emancipation of three lakhs Extra-Departmental employees, 1993 five day’s Postal Strike, 1996 eight days strike for bonus ceiling removal,  1998 eight days Postal strike, 2000 fourteen days Postal Strike were all lead by the National Federation of Postal Employees.  The one day strike by Confederation of Central Govt. Employees and Workers conducted last year on 12-12-2012 is another milestone in the history of Postal Trade Union movement.
                   NFPE has been participating in all the nationwide General strikes including the 2013 February 20,21 two days strike conducted by the Central Trade Unions, right from 1991 onwards against the Neo-liberal imperialist globalisation policies pursued by the Central Government.
                   NFPE has conducted innumerable struggles for realisation of the legitimate demands of the Postal employees especially the most down-trodden section of Gramin Dak Sevaks and Casual, Part-time, Contingent employees.
                   NFPE is an affiliate of the Confederation of Central Govt. employees and Workers and is playing leading role in mobilising the Central Government employees and organising struggles including nation wide strikes.
                   Due to neo-liberal policies implemented by the Central Government during the last more than two decades, the Central Services including Postal department is facing great threat against its existence.  Ban on recruitment, outsourcing, downsizing, contractorisation, contributory pension scheme, non-regularisation of the services of Gramin Dak Sevaks, restrictions on compassionate appointments, Bonus discrimination are all the off shoots of this policy.  Due to unprecedented price rise the real wages of the employees and workers have eroded like anything.  The Central Govt. employees are on continuous struggle demanding appointment of Seventh Pay Commission with effect from 01.01.2011, 50% DA merger, regularisation of Gramin Dak Sevaks and Casual labourers etc.
                   NFPE Federal council held at Hyderabad in June 2013 has decided to celebrate the Diamond Jubilee of NFPE in a befitting manner. Inaugural ceremony of one year long celebrations will be held at New Delhi on 24.11.2013 and final celebrations will be organized at Jam Nagar (Gujarath) in a grand manner on 24th November 2014.
                   One year long Diamond Jubilee celebrations of NFPE shall definitely discuss all the issues confronting the working class in general and the Postal employees in particular and formulate programmes for future course of action.
                   NFPE calls upon the entire postal employees to conduct seminars, general body meetings, trade union workshops, honouring former leaders, exhibitions, classes on the history of the postal trade union movement etc. during the period from 24th November 2013 to 24th November 2014 as part of Diamond Jubilee celebrations.

                   Let us be proud of being a part of this great and glorious organization and let us carry forward our uncompromising fight against all injustices.

SAVE PENSION & SOCIAL SECURITY DAY

 

Dear Comrades / Friends / Colleagues,

17th December is a red letter day to all Pensioners. It was on 17th December, 1982 that the Honourable Supreme Court of India in its famous Nakara Vs Union of India case delivered the historic judgment on Pension. After that judgment there was no turning back as the Pension became a fundamental right of the Government Employees. The Highest Court on our land categorically made it clear to the Government and to all that Pension is not a bounty or a charity.

Notwithstanding that judgment of the Supreme Court, the Government of India is trying through several ways and means to trample the landmark judgment in letter and spirit. The Pension is under attack. The Social Security measures are under attack. The Defined Pension Scheme has given way to Defined Contributory Pension Scheme or  National Pension Scheme. PFRDA Act has been passed in both the Houses of Parliament and hereafter there is always a Damocles of sword above everybody's head since the PFRDA Act has empowered the Government to notify at any point of time in future at the will of the Government to bring pre-1.1.2004 employees or even the existing Pensioners under the ambit of PFRDA by cancelling the CCS Pension Act, 1972.

The All India Steering Committee of AIPRPA calls upon all the Postal & RMS Pensioners in all Divisions / Districts all over the country to enthusiastically observe the 17th December, 2013 as the     "SAVE PENSION & SOCIAL SECURITY DAY" by organising Special Meetings and take a vow that we shall continue our relentless opposition to this dangerous Act and we shall not rest until the PFRDA Act is withdrawn by the Government. After all we know very well that any Act is always liable to be modified or dropped on the face of a stiffer opposition and public opinion. Let us commence our crusade by campaigning against the PFRDA ACT and for its ultimate WITHDRAWAL.

ENSURE MASS SCALE PARTICIPATION IN THE
2013 DECEMBER 12TH PARLIAMENT MARCH

Dear Comrades,

Intensive campaign and preparations are in full swing all over the country for making the 2013 December 12thParliament March organized by all the Central Trade Unions an unforgettable event in the Trade Union history of our country. The rally is organized as a continuation of the united struggle of the working class of India against the neo-liberal policies of the Central Government.

Confederation of Central Government Employees and workers, being a class-oriented militant organisation of the Central Government Employees, has always been in the fore-front of all the struggles conducted against the neo-liberal globalization policies and had participated in all the strike actions including the 2013 February 20, 21st 48 hours strike. The 12th December 2013 mobilisation at Delhi must have to reflect the spirit and tempo of preparation for a bigger struggle in the days to come.

The National Secretariat of the Confederation calls upon the entirety of the Central Government employees to ensure massive participation in the 12th December 2013 Parliament March.

The C-O-Cs and affiliated organisations of Delhi, Himachal Pradesh, Haryana, Punjab, Rajasthan, Uttar Pradesh, Uttarakhad and Bihar are requested to make all out efforts to mobilize maximum Central Government employees in the Parliament March.

GDS PARLIAMENT MARCH ON 11.12.2013

All India Postal Employees Union – GDS (NFPE) and affiliate of Confederation will be organizing a massive Parliament March of Gramin Dak Sevaks on 11th December 2013 demanding inclusion of GDS under the purview of 7th CPC, Regularisation, Civil Servant Status, and other benefits at par with Departmental employees. All affiliates of the Confederation are also requested to ensure maximum support and cooperation for making the GDS Parliament March a grand success.

STREAMLINE THE FUNCTIONING OF C-O-CS AND FORM STATE/DISTRICT COMMITTEES IN ALL STATES AND DISTRICTS:

As already mentioned in the previous circulars, without streamlining the functioning of State/District C-O-Cs to ensure democratic functioning at all levels, we cannot make Confederation a vibrant organisation. As you are aware for effective functioning of a vibrant organisation like Confederation, sound financial position is a must. At present the financial position of Confederation CHQ is not at all satisfactory. It is regretted to note that most of the affiliated organistaions and C-O-Cs, have not remitted their quota after the Kolkata National Conference held in May 2013. All Affiliated organistaion are requested to remit their quota to confederation CHQ (Rupee one per member per year) in the following address before 31.12.2013.

We are rather dismayed to convey our sentiments regarding unfilling of PAs/SAs/PASB (CO) to the extent of notified vacancies due to paucity of available applicants securing the minimum qualifying marks.
The recruitment process prolonged for more than a year by the private agency (CMC Ltd) and the main reason for is said to be the quantum of applications came in lakhs. As per the provisions of the present recruitment rules, the vacancies thrown to GDS under direct recruitment as residuary vacancies are also to be filled through this process of examination. After declaring the result in many circles, it has become clear that so many vacancies are still remaining unfilled due to dearth of qualified candidates securing prescribed minimum marks of the relevant categories.
It may not be disputed that most of the applicants are over qualified and even they are unable to get the pass standard for a clerical post is not a sign of fair pattern of setting of questions. If in one circle, out of one lakh highly qualified applicants, even about 200 candidates are not qualified that it is not the fault of the candidates but faulty procedure and unrealistic framing of question etc is the reasons of such mass-scale failure.
The following are our suggestions to recover from such situation of non availability of suitable hands for clerical posts among the mass of educated youths applied.
1.      The recruitment agency shall suitably be insisted to maintain the necessary level of setting of question papers to ensure filling up of all vacancies. We are not pleading for lower standard, but the reality is to be taken in to account that even after a lengthy process, sufficient number of eligible recruits are in need despite big crowd were in fray.
2.      As the private recruitment agency is not succeeded to secure the sufficient number required, by the department it is requested to reconsider the continuance of such private agencies in our recruitment process. As the contract period of CMC Ltd is nearing completion we may not renew it based on our experience not only in framing question, but also in giving wrong answer keys in the examination it conducted.
3.      Notwithstanding some draw backs it seems that the earlier system of recruitment process by Circle/divisional heads is even better atleast to fill up all the vacant posts.
4.      The residuary vacancies notified for GDS is not filled to the extent of even one percent due to dearth of qualified GDS shows the necessity of relaxing the standards of age and percentage of marks in the qualifying and the competitive examination is to be considered. It is noteworthy to mention here that an SC in open market with 45% of marks in 12th class is eligible to apply, but for an SC in GDS category requires 50%. The marks relaxation to OBC, SC & ST categories in GDS is not provided in the recruitment rules and it is needed to be rectified.
5.      In the recruitment process, all the vacancies are arranged to be filled up and carrying over to next year will be deemed injustice to the applicants. Further failing to fill up the vacancies will result in overloading of work to the existing staff. Hence, the process of recruitment may be revamped to make sure the filling up of all vacancies in existence at the time of declaration of results.
6.      As the unfilled vacancies for the year 2011 and 2012 is in higher side, it is requested to notify supplementary recruitment immediately exclusively to fill up the existing vacancies.

RTP CASE




Next date of hearing of RTP case filed by NFPE, P-III and R-III CHQ at CAT Principal Bench Delhi is 04.01.2014. Our main submission in the CAT is that RTP services should be counted as regular services for all purposes including pensionary benefits and especially for granting MACP promotions. In the recent judgment of the CAT Ernakulam Bench the CAT has ruled that RTP services SHALL NOT BE COUNTED FOR MACP promotions. Counting RTP services for TBOP/BCR alone will not give much benefit to employees. We want the entire RTP services should be counted for MACP.

Post Offices should become the Front Offices of the Government of India - Cabinet Secretary

 Shri Ajit Seth, Union Cabinet Secretary, has said that Post Offices should become the Front Offices of the Government of India, enlarging their role in communication, distribution and financial services. Quoting models from other countries, he said that the post office plays a significant role in the development of the nation. Shri Seth said this here today while interacting with senior officers of the Department of Posts as part of off-campus talks on ‘Good Governance’ organized by the Rafi Ahmed Kidwai National Postal Academy.

“With a large network of 1,55,000 Post Offices spread across the country, the Post Office touches the life of everyone. There is a joy in visiting the Post Office”, the Cabinet Secretary said. He expressed his satisfaction on the implementation of the IT modernization project of the Department. With a large outlay of Rs 4,900 crore, the IT project of India Post will bring substantial benefits to the citizens of India. Shri Seth wanted the Department to be prepared to manage the massive changes that would arise on introduction of the IT modernization project. He felt that with this kind of technology initiative, the Post Office will be in a position to become the front office of the Government to the citizens.
