புதிய பென்சன் திட்டத்தில் உள்ள  324 தபால்காரர்களுக்கு பழைய பென்சன் திட்டத்தில் சேர்ப்பதற்கு உத்திரவு போடுவதாக உறுதியளித்த நமது 
CPMG அவர்களுக்கு நன்றி!!!

தோழர்களே!
                           GDS ஆக பணிபுரிந்து  27.10.2002 ல் தபால்காரர் தேர்வு எழுதி வெற்றி  பெற்ற ஊழியர்களுக்கு 29.12.2003 முதல் 07.01.2004 வரை TRAINING கொடுக்கப்பட்டது.  1.1.2004 க்கு பின் நியமனம் பெற்றவர்களுக்கு  புதிய பென்சன் திட்டம் என்று சொல்லி அந்த தோழர்களுக்கு பழைய பென்சன் திட்டம் மறுக்கப்பட்டது. நமது மாநில சங்கம் இந்த பிரச்சனையை மத்திய சங்கத்திற்கும், JCM மட்டத்திலும் கொண்டுசென்று ஊழியர்களுக்கு சாதகமான அரசு உத்திரவும்  பெற்றோம். இதில் ஒரு சிலருக்கு மட்டுமே பழைய பென்சன் திட்டம் அமுலாகி உள்ளது. 

                         இன்று (25.09.2015) CPMG அவர்களிடம்  இந்த பிரச்சனை சம்பந்தமாக நமது மாநில சங்கத்தின் சார்பாக மாநில செயலாளர் தோழர் G.கண்ணன் மற்றும் முன்னாள் மாநிலத்தலைவர் P3 தோழர் J.ஸ்ரீவி அவர்களும் கடிதம் கொடுத்து CPMG  அவர்களிடம் பேசினோம். CPMG அவர்கள் 324 பேருக்கும் பழைய பென்சன் திட்டத்தில் சேர்ப்பதற்கு விரைவில் நடவடிக்கை எடுப்பதாக உறுதி கூறியுள்ளார்கள். 

                       நமது மாநிலசங்கத்தின் கோரிக்கையை ஏற்று 324குடும்பங்களுக்கு உதவி செய்வதாக உறுதியளித்த நமது CPMG அவர்களுக்கு மாநில சங்கத்தின் சார்பாக மனமார்ந்த நன்றியைதெரிவித்துக்கொள்கிறோம்

          This Circle union would like to draw the kind attention of the Circle Head to the fact that the erstwhile GDS employees who were successful in their promotionary examination held on 27.10.2002 and subsequent surplus candidates to be promoted to the cadre of Postmen were ordered to undergo the training only from 29th December 2003.  They could complete the training only by 7.1.2004.  It is pertinent to mention that the New Pension Scheme was introduced from 1.1.2004.  Hence, all of them were brought under NPS and PRAN          numbers were also issued and recovery commenced from their pays towards this scheme. 

          When this discrepancy of belated sending of training for all these erstwhile GDS employees & other similarly placed trainees was taken up at directorate level and when the attention of the Government of India was drawn through National Council [JCM], the GOI was kind enough to accept the demand by properly analyzing and deciding in favour of those trainees.  Vide OM mentioned above in Ref [A] it is clearly stated that “IT IS NOW CLARIFIED THAT THE EMPLOYEES WHO WERE REQUIRED TO UNDERGO DEPARTMENTAL TRAINING RELATING TO JOBS PRIOR TO 1.1.04 BEFORE THEY WERE PUT ON REGULAR APPOINTMENT WOULD BE COVERED UNDER THE CCS [PENSION] RULES, 1972.”[copy enclosed for kind perusal]

          It is understood that in many divisions, such cases prevail.  A case in point is Tirunelveli Division where 3 such GDS employees promoted to the cadre of PM but were under training from 29.12.03 to 7.1.04 were extended the benefit of CCS[Pension] Rules 1972 vide their Lr. NO.B2/Pm& MTS/MISC/Dlgs dt 5.6.12 [copy enclosed for ready reference]

          Still there are many such cases exist in many divisions even today.  For example one Shri Thangamani who was working as Postman at Manamadurai HO and expired in harness on 19.2.12 and the sanctioned family pension to his wife Smt. T.Vasantha has been orally ordered to be stopped for invoking the NPS.  While requesting the Circle Administration to kindly ensure early restoration of family pension hitherto paid to this poor lady, action may kindly be initiated to issue instructions to all the Regions and divisions to implement the orders of GOI noted above to ensure extending of CCS[Pension] Rules 1972 to such officials is fully executed.

EDITORIAL POSTAL CRUSADER OCTOBER-2015

2nd SEPTEMBER-2015 –A HISTORIC STRIKE

            2nd September 2015. Historic  Strike  was a grand success in almost all the  sectors of working class whether it is Government Sector, Public Sector, Private Sector – organized or unorganized. Crores and crores workers have taken part in it and established so many mile stones in the history of working class movement. The grand success of this strike in strategic fields like Road transport, Coal Mines, Petroleum, Power, Tele Communication is one of the important phenomenas.

            This strike was organized by the sponsoring Committee of all Central Trade Unions pursuing 12 points Charter of Demands including withdrawal of anti Labour Laws amendments and FDI in strategic sectors, in protest against lend acquisition Ordinance and Bill and peasants distress and for changing the neo-liberal path of development.

            The strike was the result of hard labour of the thousands of Trade Union activists who mobilized and launched vigorous campaign for the months together..

            This strike of crores of workers has given clear indication to present Central Government that now the worker has awakened and he is not going to allow the attacks and dangers being unleashed on him in the pursuance of neo-liberal economic policies.

            This time this strike was a grand success among Central Government Employees.

            In Postal except some circles it was grand success and better than the previous strikes. It shows that the Postal Workers are also not agreed to accept the proposals and recommendations submitted by Task Force Committee headed by T.S.R. Subramanian Ex. Cabinet Secretary as Chairman who laid out a road map of corporatization and Privatization of Department of Post. This is also culmination of anger and protest of Postal Employees that the 50% Work force of this Department i.e. Gramin Dak Sevaks, who are not treated as Civil servant. The demand of NFPE and PJCA for inclusion of GDS in 7th CPC has not been accepted by Government of India. The Cadre restructuring proposals of all Cadres of Postal; were agreed long back but not being implemented. Thousands and thousands of posts in all Cadres are also not being filled besides vigorous pursuance by the NFPE and PJCA.

            The PJCA comprising NFPE, FNPO, AIPU-GDS (NFPE) and NUGDS has viewed very seriously with grave concern the totally negative attitude of the Government of India and Department of Post and has decided to go on indefinite strike from 23rd Nov-2015 on the above demands.

            NFPE appeals to the entirety of Postal, RMS and GDS Employees to start preparations right now to make the indefinite strike from 23rd November-2015a grand success to compel the Government of India and Department of Post to concede our demands. Nothing in past has been achieved without struggle and nothing is going to be achieved without struggle. So unite and fight and achieve.

OFFICE MEMORANDUM
Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.7.2015.
The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2015-13-11 (B) dated rot" April, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate Orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned these orders are issued with the concurrence of the Comptroller and Auditor General of India.

DA merger in social media

Recently rumour mill went overdrive in social media with the following news that

1. Central Government decided to merge 50% DA with basic pay with effect from 1.1.2015.  
2. It went on to say that age of Retirement will be on completion of 33 Years of service or at the age of 58 Years whichever is earlier. The 7th CPC is expected to submit its report shortly and due to Bihar elections the Central Government cannot take any policy decisions in this regard. Hence it is clarified that none of the above news are correct.

Postal Joint council of Action - Dharna

Dharna by Postal Joint Council of Action of NFPE and FNPO commenced at the historic agitation area of Jantar Mantar in New Delhi. Secretary General NFPE, Secretary General FNPO, and many General Secretaries of affiliated unions including GDS(NFPE) GS are present. Aiprpa Chq leaders and KR GS aiprpa also participated. The Dharna is for postal charter mainly for including GDS in 7th CPC.

RESOLUTION ADOPTED IN THE ALL INDIA CONFERENCE

1.   The after effects of the recession that devastated the economy of the capitalist countries are still looming large over their head and there is no immediate sign of recovery, even though the pro-capitalist economists and heads of the developed nations are claiming to the contrary. The financial and industrial sectors of these countries are reeling under the negative impacts of recession.  Unemployment is growing like anything.  The bailout packages and other short and long term measures taken has only helped the trans-national corporations to survive, but the plight of the workers and common man is becoming more and more miserable.  Cuts in employment and social security measures have further aggravated the situation. The economies of the countries which are pursuing a pro-socialist and anti-globalization policy are comparatively less affected and are poised for rapid economic growth.  The resistance against the ill-effects of the neo-liberal globalization policies is gaining momentum all over the world.  Workers went on strike and common people of those countries are also coming out to the street in large numbers protesting against these policies.  This 2nd All India Conference of AIPEU GDS (NFPE) extend full solidarity and support to the struggles conducted by the workers and other toiling masses all over the world and pledge to be a part and parcel of this struggle.

2.   In our country, the NDA Govt. is virtually toeing the US line and is going ahead with the neo-liberal agenda.  Steep rise in prices of essential commodities, disbanding of public distribution system, disinvestment of public sector, introduction of casual and contract labour system,  decision to allow 51% FDI in multi-brand retail trade, hectic persuasion to get major financial sector related bills on pension privatisation, banking and insurance sector, the game plan for privatisation of vital infrastructural and public utility services, the so-called private-public partnership in almost every sector, the repeated hike in prices of petroleum products are glaring examples of this policy. Struggle and strikes are taking place in every sector against the neo-liberal reforms and also against the anti-worker, anti-people policies of the Govt.  The entire working class of India under the banner of United Platform of Mass Organizations is spearheading the struggle against these policies.  In the coming days, the struggle will be further intensified.  The Postal employees under the banner of National Federation of Postal Employees have participated in all the national strikes organized by the Central Trade Unions. This 2nd AIC of AIPEU GDS (NFPE) congratulates the workers and employees who participated in the united struggle of the working class and we shall continue our struggle and shall always identify ourselves with the mainstream of the working class.

3.   Along with the Central Govt. Employees GDS are also the victims of the neo-liberal economic policies pursued by the Central Govt. from 1991 onwards.  During the last twenty years more than 60,000 posts are abolished.  Further thousands of posts are lying vacant in our cadre. Even the workload is increased with the introduction of many BD activities and Schemes in BOs after modernization and computerization Govt & Department is still under dilemma to departmentalize the BOs and regularize the GDS.  Further sticking on to the GDS Conduct and Engagements Rules to kept GDS as bonded labour. Social security schemes converted under GDS CWF Scheme with our contribution.  Statutory pension scheme is given a go-bye.  Instead Service Discharge Benefit Scheme with the modalities of NPS (lite) is introduced with our monthly contribution.  2.60 lakh Gramin Dak Sevaks are denied of their legitimate rights.  Even compassionate appointments are denied, imposing arbitrary restrictions.  Bonus ceiling not yet raised.  Merger of 50% D.A. with pay, Interim Relief, inclusion of GDS under 7th CPC stands rejected by Govt. This 2nd AIC of AIPEU GDS (NFPE), while saluting the Central Govt. Employees, particularly Postal employees, for their participation in all agitational programmes calls upon the Postal JCA for GDS to carry forward the struggle till the demands are met by the Government, and reversion of the policy of down-sizing, outsourcing, contractorisation and privatisation.

4.   In the Postal sector the Government want to implement the Task Force Report which aims to corporatize the Postal Services by dividing the existing service sector into six and make five corporations and leave the letter delivery services as the Government Services. This is nothing but to privatise the Postal in the future by entering PPP and FDI in the Postal Communication sector and granting licenses to the multi-national courier services.  Government wants to close down post offices in the name of loss.  Posts are abolished without any justification.  Workload has increased but new posts are not created and combination of duties is increased.  The National Federation of Postal Employees (NFPE) has taken initiative to organise agitational programmes and mobilise the employees for action including indefinite strike and as a result the Postal Administration was compelled to stop their move with the intervention of the Minister and the strike is deferred with the assurance of the Govt. 

5.   The Government is reluctant to settle the issues relating to Gramin Dak Sevaks and casual labourers and in particular in remitting their cases for consideration by the Seventh Pay Commission. 

6.   This AIC affirms that our Union will stand with the NFPE and all its affiliated unions by all means for the emancipation of our cadre. This AIC demand the Government to consider the demand of remitting GDS causes to the Seventh Pay Commission. This Union is committed for the cause of GDS and appeals the entire circle and divisional secretaries of all NFPE affiliated unions to form the GDS divisional branches in all the circles which are the firm commitment of ours as a policy. Only through a united struggle of the entire Postal employees the policy offensives of the Govt. can be resisted and also the pending issues of the Postal employees including Gramin Dak Sevaks can be settled.  This 2nd AIC of AIPEU GDS (NFPE) appreciates the positive steps taken by NFPE & Confederation and also NJCM in strengthening the unity of the Postal employees and also for making sustained efforts for settling the sectional demands of the Postal employees including GDS.  This conference further calls upon NFPE to chalk-out agitational programmes in a phased manner for realisation of the pending demands of GDS.

19th. September 1968. Martyrs day

"19th September 1968 is a memorable day in the annals of the struggles of the Central Government employees. It was on this day lakhs of CG employees went on a historic strike demanding Need Based Minimum Wag,e, DA etc., defying all black laws and threats including the Essential Service Maintenance Act. There was no other way for the unions other than to go on strike, since the government denied the justified demands of the workers.
The strike was only for one day, a token strike. But the entire country was paralysed with employees of Railways, Posts and Telegraphs and other CG services on strike. It was dealt by the Central Government with all its mighty state apparatus. Thousands of employees were arrested, jailed, dismissed, suspended, terminated and imposed with heavy punishments.
But the workers fought back and by about two to three years almost all the dismissed/terminated employees could be reinstated. But all the victimisation could not be cancelled and suffered not only till retirement but in pension also.
It was a heroic struggle well knowing the consequences. But it had its results. Gradually the government was compelled to agree to many of the demands. No struggle is in vain.
None of those valiant comrades who participated in the strike are in service now, since all of them might have retired by this time. But till their last, all of them will have the memory of this great struggle.

September 19th _ Martyrs day

செப்டம்பர் 19 தியாகிகள் தினம்.
மத்திய அரசு ஊழியர்கள் இயக்க வரலாற்றில் எவராலும் மறக்க இயலாத நாள். மத்திய அரசு 3 ஆம் ஊதிய குழுவை அமைத்த போது அதன் செயல்பாட்டு வரைமுறை குறிப்பில் " தேவைக்கேற்ற குறைந்தபட்ச  ஊதியத்தை " சேர்க்க மறுத்தது. ஆகவே, தேவைக்கேற்ற குறைந்தபட்ச  ஊதியம், பஞ்சபடியை அடிப்படை சம்பளத்துடன் இணைத்தல் , பஞ்சப்படி வழங்குவதற்கான விதிமுறைகளை முதலிய 9 அம்ச கோரிக்கைகளை வலியுறுத்தி வேலை நிறுத்தம் நடைபெற்றது. அரசு கடுமையான அடக்குமுறைகளை ஏவியது. அரசின் திமிர்த்தனமும், ஊழியர்களை துச்சமென மதிக்கும் போக்கும் ஊழியர்களை மேலும் கொதிப்படைய செய்தது.
வேலை நிறுத்தம் செப்டம்பர் 19 அன்று நடைபெற்றது. துப்பாக்கி சூட்டில் 9 தோழர்கள் தங்கள் இன்னுயிரை இழந்தனர். 10,000 மேற்பட்டோர் suspend செய்யப்பட்டனர். 3,000 பேர் பணி நீக்கம் செய்யப்பட்டனர். 8,000 பேர் கைது செய்யப்பட்டனர். Casual .ஊழியர்கள் வேலைநீக்கம் செய்யப்பட்டனர். மேலும் சேவை முறிவு, தொலைதூர இட மாற்றம் , பதவி இறக்கம் முதலான நடவடிக்கைகள் தொடர்ந்தன.
அன்றைய மத்திய அரசு ஊழியர் மகா சம்மேளன  தலைவரும் நாடாளுமன்ற உறுப்பினருமான நாத்பாய் அவர்களின் கண்டன உரை நாடாளுமன்றத்தை உலுக்கியது. அவரது உரையின் சில பகுதிகள் :
" வேலை நிறுத்தத்தில் போராட்டத்தில் ஈடுபட்டு இன்னுயிர் நீத்த தியாகிகளுக்கு வீர வணக்கம் செலுத்துகிறேன்.
இந்த வேலை நிறுத்தம் அரசியல் பின்னணி கொண்டது என்று கூறுகிறார்கள். எது அரசியல் பின்னணி ? ஒரு ஊழியன் தனது சாப்பாட்டுக்கு தேவையான 14 அவுன்ஸ் தானியம், 3 அவுன்ஸ் பருப்பு, சிறிது காய்கறி, கொஞ்சம் பால், இவற்றை வாங்கிட தேவையான சம்பளம் கேட்கிறான் . வருடத்துக்கு 12 மீட்டர் (குறைந்த பட்சம்) வேண்டும் என்கிறான். இதை பூர்த்தி செய்யும் கூலி தான் தேவை அடிப்படையிலான குறைந்த பட்ச ஊதியம் என்பது. இது அதிகம் என்று யாராலும் கூற முடியுமா ? இதில் அரசியல் நோக்கம் எப்படி வரும் ? புதிய பாரதம் பிறந்த தினத்தன்று சுதந்திர தினத்தில் ராவி நதிக் கரையில் மூவர்ண கொடியினை பறக்க விட்டு நாட்டு மக்களுக்கு நாம் கூறிய உறுதி மொழி இது தானே ? இதை கூட நிறைவேற்ற இந்திய அரசால் முடியாதா ...? 1957 இந்திய தொழிலாளர்  மாநாடு தேவை அடிப்படையிலான குறைந்த பட்ச ஊதியத்தை பரிந்துரை செய்தது. இதே கோரிக்கை தான் 1960 வேல நிறுத்த போராட்டத்தின் போதும் வலியுறுத்தப்பட்டது. மீண்டும் அதே கோரிக்கையை வலியுறுத்தி போராடுகிறார்கள் மத்திய அரசு ஊழியர்கள்.
அடக்கு முறையினால் வேலை நிறுத்தத்தில் ஈடுபட்ட  மத்திய அரசு ஊழியர்களுக்கு தோல்வி இல்லை. வாக்குறுதியை நிறைவேற்ற முடியாத அரசுக்குத்தான் தோல்வி இது. "  நாத்பாயின் குரல் இன்றைக்கும் மத்திய அரசு ஊழியர் இயக்கங்களில் ஒலித்துக் கொண்டிருக்கிறது.
அடக்குமுறையினால் வேலைநிறுத்தங்கள் தோல்வியுற்றது போன்ற தோற்றம் ஏற்பட்டாலும் அவைகள் தற்காலிகமானதே. தொழிற்சங்கங்கள் தோற்றதாக வரலாறு இல்லை.  தியாகங்கள் வீணானதாக வரலாறும் இல்லை.

            I am directed to refer to your Circular No.PF-PJCA/2015 dated 12th August, 2015 on the above mentioned subject and to send herewith the following point wise information relating to the Charter of Demands:-

      (i)     Include GDS in 7th CPC for wage revision and other service related matters:-
 Ministry of Finance has not agreed to the proposal of this Department for inclusion of GDS within the purview of 7th CPC inspite of several attempts. 

(ii)    Implement cadre Restructuring proposal in all cadres including Postal Accounts and MMS in Department of Posts:-

Cadre restructuring proposal of Group ‘C’ employees:  The proposal is pending with the Department of Expenditure, M/o Finance at present.

The Cadre Restructuring proposal of Stenographers cadre is under examination.

Postal Accounts Cadre: Regarding restructuring of Sorter, LDC and DEO cadre in PAO’s, views of both the Associations viz. AIPAEA, BPAOEA have been called for vide letter dated 29th June, 2015. It would be processed further on receipt of necessary inputs from them.

MMS Cadre:  The case of MMS is under process.

(iii)    Fill up vacant posts in all cadres of Department of Posts :-

(a)    As regards vacancies of LDC/JA/Stenographers under DR quota the necessary details have been uploaded on the SSC’s Website.  Further action would be taken on receipt of dossiers from the SSC. 

(b)    Abeyance order dated 27-04-2015 issued in r/o PA/SA DR Exam 2014 has been revoked in 10 Circles namely Andhra Pradesh, Assam, J&K, Karnataka, Kerala, North East, Odisha, Tamil Nadu, West Bengal and Punjab and these Circles will now be filling up PA/SA DR 2014 held up vacancies.

(c)   Work of conduct of PA/SA DR Exam for the vacancies of 2015-16 has been entrusted to the SSC and in its notification dated 13-06-2015, 3506 vacancies have been announced to be filled up.            Examination is scheduled in the month of November, 2015.
(d)  The necessary instructions have been issued to fill up the vacancies in Postman/Mailguard and MTS cadre and circles are in the process of filling up these vacancies.

(e)    Instructions already exists for filling up of vacant posts of GDS Mail Man.

2.       In view of the fact that all the issues are under active consideration and being processed, the Federations are advised to cancel the Dharna as no useful purpose is served through agitations/dharnas.

NOTICE FOR THE NATIONAL SECRETARIAT MEETING OF CONFEDERATION

Meeting of the National Secretariat of the Confederation of Central Govt. Employees & Workers will be held at Hyderabad on 09-10-2015 (09th October 2015 - Friday). The meeting shall commence at 05:00 PM and continue till close. National Secretariat members and main Office bearers of the Women's Sub Committee are requested to attend the meeting.

The following shall be the agenda of the meeting:

1.   Common demands of the Central Govt. Employees - 7th CPC related issues and proposed JCM National Council Staff-side indefinite strike from 23rd November 2015.
2.   Review of one day General Strike on 2nd September 2015 as per the call of Central Trade Unions.
3.   All India Women's Workshop of Confederation – Hyderabad – Review
4.   Issues relating to the affiliated Organizations.
5.   Financial review.
6.   Any other item with permission of the Chair.
