பாராளுமன்றநிலைக்குழுவுடன்மாநிலச்சங்கத்தின்சந்திப்பு




      

தமிழக அஞ்சல் துறையின் சேவைத் திறன் குறித்தும் செயல்பாடுகள் குறித்தும் ஆய்வு செய்திட வருகை புரிந்த பாராளுமன்ற நிலைக் குழுவிடம் நேரில் சென்று ஊழியர் பிரச்சினைகள், சேவைத் தன்மைகள் குறித்து தமிழக அஞ்சல் மூன்றாம் பிரிவு சங்கத்தின் சார்பாக விவாதித்து இன்று மனு அளிக்கப்பட்டது. புதுப்பிக்கப்பட்டு புத்தம் புதுப் பொலிவுடன் சகல வசதிகளும் ஏற்படுத்தப்பட்ட அடையார் அஞ்சலகத்திற்கு பாராளுமன்ற நிலைக்குழு நிர்வாகத்தால் அழைத்து வரப்பட்டு சுற்றிக் காண்பிக்கப்பட்டது. எனவே அங்கு சென்று ஊழியர் பிரச்சினை குறித்தமனு அளித்திட நாம் முடிவு செய்தோம். உடனடியாக மனு தயாரிக்கப்பட்டுநமது சங்கத்தின் அகில இந்திய செயல் தலைவர் தோழர் N.G. அவர்கள் மூலம் நிலைக்குழு உறுப்பினரும் கோவை நாடாளுமன்ற உறுப்பினருமான தோழர் P.R. நடராஜன் அவர்களிடம் தொடர்பு கொள்ளப்பட்டது. அவரும் அடையாறு அஞ்சலகத்திற்கு நேரில் வருமாறு நேரம் ஒதுக்கி கொடுத்தார் .

உடனடியாக தோழர் N.G. யுடன் மாநிலச் செயலர் தோழர் J.R. , மாநில உதவித் தலைவர் தோழர் V.வெங்கட்ராமன் , மற்றும் தென் சென்னை அஞ்சல் நான்கின் கோட்டச் செயலர் தோழர் ரவிச்சந்திரன் ஆகியோர் சென்று பாராளுமன்ற நிலைக்குழுவினரை சந்தித்தோம் . கோவை பாராளுமன்ற உறுப்பினர் தோழர் P.R. நடராஜன்(CPM) அவர்கள் மூலம் நிலைக்குழு உறுப்பினர்களிடம் பிரச்சினைகளை எடுத்துக் கூறி ஆவன நடவடிக்கை மேற்கொள்ள வேண்டினோம். அவருடன் தமிழகத்தைச்சேர்ந்த .தி.மு.. நாடாளுமன்ற உறுப்பினர் திரு. கணேச மூர்த்தி (ஈரோடு) அவர்களிடமும் மனு அளித்துப் பேசினோம். நாளை(20.01.12) நடைபெற உள்ள கூட்டத்தில் இது குறித்து விவாதித்து உரிய நடவடிக்கை எடுப்பதாக உறுதியளித்தார்கள். அவர்களுக்கு நம் மாநிலச் சங்கத்தின் நன்றிகள். அளிக்கப்பட மகஜரின் நகல் உங்கள் பார்வைக்கு கீழே கொடுக்கப் பட்டுள்ளது.

MEMORANDUM PRESENTED BEFORE THE PARLIAMENTARY STANDING COMMITTEE ON 19.01.2012

On behalf of the All India Postal Employees union, Group ‘C’, Tamilnadu Postal Circle, we put forth the following service as well as staff matters before the Parliamentary Standing Committee, for their kind perusal and for taking further action at appropriate level.

1. CLOSURE OF POST OFFICES RESULTING IN HAMPERING OF PUBLIC SERVICES

A.Of late there is unmindful closure of Post Offices in large number, throughout Tamilnadu State , affecting public services badly. This results in receiving severe criticism from public end against the Postal Department, and encouraging to flourish the private couriers. When staff unions are raising up this matter, the Circle administration is replying with one reason or the other to justify their stand. Some of the reasons furnished by the administration are

a. The rented building is in damaged condition.
b. The rented building is in the Court orders for vacation.

For these reasons , though alternate buildings are secured by the service Unions for rental, the proposals are badly delayed months together by the Fair Rent Action Committee, without valid reasons. Also the rent so fixed is not in consonance with the prevailing market rates . This results in losing the offers given by the private owners, resulting in permanent closure of the said P.O.s so closed.

c. The Post office is either loss making or not with viable transactions .

For this, the suggestion given by the service unions for re-locating the P.O. into the needy extension areas within the Divisional periphery , is not taken into consideration by the Circle administration.

d. There are several Post Offices functioning within 5 km. radial distance.

These Post Offices are opened based on the needs of the common public, based on the density of population in these areas. Now-a-days trend of the Administration is against this concept.
B. Lack of basic amenities in Post Offices:-
There is lack of basic amenities such as poor maintenance of toilets, damaged pipe lines, Lack of water facilities , shabby wash basins are the order of the day in the P.O. premises . The working staff are suffering much in unhygienic atmosphere. This area may also kindly be looked into.

Note: The list of Post offices closed at the recent past in Chennai City is annexed at the end.
2. OPENING OF POST OFFICES ON SUNDAYS AND HOLIDAYS BY DRAWING THE REGULAR STAFF FOR DUTY CONTINUOUSLY WHICH IS AGAINST HUMANITARIAN GROUNDS AND I.L.O. NORMS.

In Tamilnadu Postal Circle the staff are ordered to open Post Offices on all the holidays and Sundays without gap and to perform the multipurpose counter transactions, delivery of speed post articles and dispatch of mails. The staff are rotated within themselves, and their off duty in week days have to be attended to by the others. Thus all the staff are compelled to work in all the holidays and working days , which is totally inhuman. Also the traffic on these days are very low . Further , when compared with the income so realized, the expenditure made by means of electricity, maintenance , management are too high and is loss making to the Department. This may be stopped in the interest of staff as well as the Department.

3. UNMINDFUL INTRODUCTION OF MARKETING OF CONSUMER GOODS IN P.O.s

The Postal Department is rendering the basic services of mails and Savings Bank activities, Money Orders etc. both in the interest of common public and the Department, outstandingly for the past 150 years. This image and service oriented activities are now shattered, by introducing the selling of consumer products like Refrigerator, Watches, cell phone re-charge cards, gold coin sales, sale of tamil magazines etc. etc. of private producers on agency basis for meager commission. The private companies are en-cashing the traditional image of the age old Government Department for their sales. Also,there is no considerable benefit to the Department, when calculated with the income and cost factors. Even local level officers are undertaking agency works unmindfully on petty products and the Govt. employees are forced to work as marketing agents of the private companies. This may be stopped immediately and basic services have to be improved in order to save the image of the Department and to cater the public needs with profit base.

4. MANAGING OF SHORTAGE OF STAFF AND NON FILLING OF VACANT POSTS

There is abnormal shortage of staff in P.A., Postman/MTS cadre against the sanctioned strength of posts, resulting in hampering of day to day duties in all the areas. This affects the public services badly. There is irregular assessment of vacancies for long and the posts were not filled up proportionately according to norms. Even the engagement of daily wage outsiders on vacant posts in the name of outsourcing are abruptly stopped now,
without any reason. This further aggravates the situation. The delivery work is also much affected and the field staff are compelled to combine the delivery duties beyond their norms and extended mileage. This also badly affects the public service. Action is much requested to fill up all the vacancies with proper assessment of previous years vacancies also. Till such time engagement of daily waged outsiders (outsourcing) may be permitted as in the case of past, in order to render the services effectively and smoothly.

5. DEVELOPMENT OF INSURANCE SECTOR IN POST OFFICES

Presently the Postal Department is undertaking Insurance business in the name of Postal Life Insurance and Rural Postal Life Insurance. The rural level staff , especially the poor waged Gramin Dak Sevaks are tortured by the officers to achieve the fake targets and compelled to pay the first premium from their own pocket. This fact is proved beyond doubt that the number of policies so secured in a financial year is not matched with the premium amount so collected on monthly basis. This kind of attitude should be curbed.
In order to improve the business of PLI and RPLI, adequate Development Officers may be appointed at all Divisional level exclusively for this purpose, with separate staff structure at all levels, in order to improve the business and after sale service properly.

6. RESTORATION OF SPEED POST TRANSMISSION SYSTEM

Recently the Department has taken a stand to create speed post Hubs, Region wise and centralized the sorting of speed post articles from the hubs. This results in multiple handling of speed post articles in circuitous route and resulting in abnormal delay of delivery of speed post articles. It invites severe criticism from the public and media as ‘ slow post’. Earlier , the speed post articles are dispatched from the booking end , directly to the destination end by closing direct bags. This paves way in speedy delivery of the articles. Hence closing of direct bags from the booking end to the destination end may be ensured as in the case of past, for development of speed post business and to restore the public confident with the Department.

6. REGULARISATION OF CASUAL LABOURERS

The casual labourers engaged in the Department for more than 15 to 20 years are working against various posts such as Postman, MTS and GDS and their services are not regularized till time , even though assurances were given by the Department to safe guard their services. Hence dovetailed list may be prepared Division wise to maintain their seniority and they may be given chances in their turn in filling up the vacant posts on regular basis.
