A team of Railway Police Force,
Bhubaneswar raided the Utkal University Post office of Orissa Circle at about 08.00 AM On 23.06.2012 and
arrested the Postal assistant on duty at the PRS counter, Sri Malay Ranjan Pati
under section 179 of Railway Act on alleged malpractice of Tatkal railway
tickets in the PRS counter. Though the system of PRS is a joint venture of
India Post and railway Department, The RPF personnel neither given prior information
of the raiding to the concerned Divisional Postal Superintendent nor obtained
permission to raid the post office and to arrest the Postal Assistant on duty.
The Railway authorities did not feel to inform the authorities of the Dept of
posts about the matter when it came to the notice of the RPF/Railway
authorities before taking the recourse of raiding the Post office counter and
arresting the official with proof.
This may be a trend in future
that any outside authority with whom the Department has made an agreement to
run the former’s business through the vast network of India Post may at any
time rush to any post office and behave with the staff members as they wish
neither informing our authorities nor obtaining prior sanction as required
under rules. Time will come when Western Union,SBI, NABARAD,NREGS, Life
Insurance and Mutual Fund companies etc. whose products and services are
handled by India Post will raid post offices and handover our employees to
police custody on mere allegations.
This may happen at any post
office, even in Andhra Pradesh Circle also, as Passenger Reservation Service
counters have been opened in so many Post offices. It is time now for staff
unions to wake up and prevail upon the Administration to formulate proper conditions
on staff security concerned in such situations while entering into agreements
with other Departments/Outside agencies.
