Pay commission issues - memorandum

Respected Comrade,


                                    The Pay  Commission recommendations were discussed in the General Body meeting held on 04.12.2015. The following views were expressed by the members:

1.       The Minimum living wages fixed by the CPC for MTS @Rs.18000/- is very low and this has to be enhanced. The Pay Commission while calculating the Minimum Wages, the number of units in a family has been taken 3 instead of 4. Further the price list of essential items contains only minimum  of items whereas an Indian Life style and food habits depends on more than 50  essential items like electrical appliances ,home utility appliances  .

2.       Since the difference between the Minimum wage is Rs.18000/- and the highest salary is huge, the introduction of variable DA may be considered to reduce the gap.

3.       In addition to CGEGIS , Insurance to the field staff like PRI(P),ME and SA who travel extensively in two wheeler may kindly be taken up at the cost of the Government or the Department concerned.

4.       Certain allowance and Advance are paid to the staff on prescribed  norms and conditions. Abolition of Advance of LTC and Medical Advance are retrograde in nature. Hence no allowance and advance should be abolished.

5.       For getting two promotions TBOP/BCR, we had already sacrificed 20% supervisory posts and 6% operative posts. In other Central Government Departments no such abolition of posts. As such our staff are eligible for ealier promotion/upgradation. Hence the MACP scheme may be modified to suit our requirements(viz., 8 years,16 years and 24 years)

6.       Official working in PA cadre are doing multi various activities like  Banking, Insurance ,Point of Sale and on line transactions like Collection of EB Bill , Telephone bills, TNPSC,UPSC, Railway and all applications and other business products. Now we are working in Core Banking Solutions and Core Integrated System and the Department has become high tech with introduction of EMO,IMO,Mobile Payment and other allied services. Hence there is justification for the upgradation of the grade pay to Rs.4200/.in respect of PA cadre. 

7.       Cadre restructuring in our Department to be done before implementation of the 7th CPC recommendations.

8.       The scheme of NPS should be abolished and old defined Pension scheme should be extended to the post 2004 employees. If not possible, the minimum pension of Rs.9000/- should be extended to the beneficiaries of NPS(upto 10 years of service)., Like GPF. NPS contribution should be reduced to 6% of the basic pay.

9.       IP candidates can take up the PSS Gr B exam after 5 years of service in the IP cadre. Likewise. PM Grade I Officials with 5 years of service should be permitted to appear for the PM Gr B examination as LSG Officials with 5 years of service are permitted now.

10.   LSG(PM Gr I), HSG II (PM Grade II) and HSG I(PM Grade III) officials should be given upgradation of pay as they are the holder of Posts with higher duties and responsibilities as declared by the Department.

Fitment formula of 2.57 is very low compared to 
our demand of 3.7. There is nominal increase in 
pay of the officials only and it is offset by the 
increased recovery of CGEGIS subscription, NPS 

  and income tax leaving lesser take home pay to the  lower grade officials. Hence the fitment formula to be increased to 3.


2.       Now, the recruitment to the cadre of PA has been entrusted to the SSC and more number of higher qualified officials are being recruited and their services are required to man the on line counter and on line works like CBS,CIS and CSI, it is suggested that the educational qualification be enchanced to the level of graduates and the nature of work rendered by the Postal Department is also changing Technological wise daily.TO ATTRACT talent to the govt, the possibility of granting additional increment to graduates and post graduates.

3.       Benefit on promotion to the higher cadre is very nominal and the grant of one increment in the old pay is not at all sufficient and hence minimum fixations for promotion should be atleast 2 increment subject to a minimum of Rs.3000/-.

4.       Separate pay scales should be fixed for Technical cadre like Drivers, Wiremen and Workman.

5.       Due to shortage of staff and exigencies of service the officials are not able to avail even eligible leave during their service and also before retirement. If we apply for leave at the verge of retirement, the leave applied for is curtailed by the department. Hence the maximum number of EL for encashment at the time of retirement be increased to 400 days from 300days at present, to suit the changing scenario.

6.       Unlike other Departments and ministries, we are working for 6 days a week and in a year we work on 52 Saturdays. Hence the CL limit should be revised to 20 days in a year instead of the present 8 days.

7.       As there is no proper medical facilities to the Central Government Employees and CGHS facility is available for only in limited cities, the facility of “Cash Less” medical treatment at thecost  of the Government should be introduced as the Government is bound to extend free medical treatment to its staff.

8.       The IT ceiling limit should be enhanced to 10 Lakhs as the LGOs are mostly affected by the lower limit  of RS.2.5 lakhs.

9.       Promotion to the higher cadre or post through LCDE  is taken as One MACP, thebenefit of three financial upgradation under MACP could not be enjoyed by them. This anomaly should be eliminated as the MTS-PM-PA cadre promotes suffer at the grade pay of Rs.2800/- even though they are rendering a service of 30 years in the PA Cadre. This anomaly affects the morale of the employees.

10.   The retrograde recommendations like
(a)    No automatic increment after 20 years of service.
(b)   Enhancing the bench mark of Good to Very good for the promotion
(c)    Proposal to grant performance related incentive instead of Bonus.
(d)   Curtailment of CCL by indirect method of reduction of pay after 365 days of CCL should not be accepted by the Government.

11.   The proposed additional Post allowance for Postman, Holiday monetary compensation and additional work allowance of 2% of the Basic pay should be considered                  with an element of DA attached to it.

12.   Non-designated cadres like SA, DSM ,CRM and allied work force should be compensated properly as the official belong to PA cadre only and if such suggestion are not accepted by the Government, using the work force of PA cadre to such elevated level of performance and technology should be avoided by the Department.

13.   Most of the Women comrades require CCL in continuation of Maternity leave only and such kind of leave is not required after 10 years of age of the child. Hence it is suggested that the quantum of Maternity leave should be increased to a level of one year and the reduction of pay after one year of CCL should  not be accepted by the Government.

14.   The quantum of EL for 30 days in a year should be increased to 50 days in the case of senior employees above 50 years of age to meet out the health problems arising at that age and also higher education to their wards and for attending the family obligations like marriage of their children.

15.   Officials who are rendering more than 33 years of service in the Government should be paid additional quantum of DCRG of one month of pay for each year of service above 33 years.

The General Body expressed its solidarity with NFPE and affiliated 
Unions and our higher bodies will be settling the issue of Postal Employees as in the past and are ready to fight for the settlement of our demands by all means.
