These incomes are not taxed


Although the tax man has been vested with the task of collecting taxes on the incomes of the citizens, he has deemed certain kinds of incomes as “not included in total income”. Thus, if any earning that you receive falls under these categories then you don’t have to treat it as income or pay tax on it. Let’s take a look at the different incomes that are not incomes:

Agricultural Income: Any income which you receive as income from any agricultural activity is deemed as not included in total income. If your father is into agriculture and he gives you a part of the income as a gift, then you don’t need to pay tax on it, provided your father files his tax returns.

Income from being a partner in a firm: If you receive any income for being a partner of a firm which has already been assessed separately then the income need not be included in total income. Thus, any share in the profits that you have in a firm according to the partnership deed is not taxable.

An amount up to Rs. 5,000: An amount of up to Rs. 5,000 that you receive for any reason other than as prize money and which is not a recurring amount can be excluded from your total income. It seems to be a very small amount, but sometimes this could be the difference between being in a higher slab or a lower slab.

Travel concession/assistance: Any money that you receive from your company for the purpose of travel to any place in India along with your family for the purpose of leave. The claim can be made twice in four years. Family includes wife, children and also parents, brothers or sisters if they are dependent on you. The only check is that you have to maintain the original bills to prove travel if the income tax department asks for it.

Retirement/death gratuity: Any payment received under a pension or death-cum-retirement gratuity scheme by an individual or his widow, children or dependents. The gratuity should not be more than the number of years in service multiplied by half-month’s salary based on a 10-month average. For example, if the average salary for the previous 10 months prior to receiving gratuity is Rs. 10,000 and years in service is 15, then 15×5,000=75,000 would be not included in total income.

Leave salary: Any cash amount received as compensation for earned leave which is encashed at the time of retirement. (This applies only to employees of Central/state government). For employees, other than government employees, the leave salary can be encashed up to a limit of 10 months’ worth of earned leave. It also specifies that the entitlement to earned leave should not exceed 30 days for each year of service. For example, if you have 76 days of earned leave and total years of service is two years, then only the cash equivalent of 60 days of earned leave is not added to income.

Retrenchment: Any compensation received by a workman due to the closure of his company or change in the management of the company if new terms are less favorable than what was previously applicable.
Voluntary retirement: Any amount up to a maximum of Rs. 5 lakh paid at the time of voluntary retirement in accordance with and scheme of voluntary retirement of the company. But the company paying the VRS should have a framework for VRS as prescribed by the government.

Life insurance policy: Any amount received as benefit from a life insurance policy including bonus payment is not included in total income.

Provident fund: All payment which is received from a provident fund to which the PF Act applies or any PF fund of the government is not included in total income.

Superannuation: Any payment made from a superannuation fund on the death of the beneficiary or as a refund of contributions or if the employee becomes incapacitated before retirement.

Payment of rent: Any allowance paid by an employer to an employee to meet expenditure actually incurred on the payment of rent for accommodation. But this is not allowed if the house is owned by the employee or he has not incurred the rental.

Income from government securities: Any earnings from interest, premium on redemption or other payment on securities, bonds, annuity certificates, savings certificates and other instruments issued by the Central government and also deposits taken by the Central government.

In case of non-residents if the bond has come to them by virtue of being a nominee or survivor of the non-resident or if they have been gifted to them by a non-resident Indian who has purchased the instrument in foreign exchange and the principal and interest will not be taken out of India by the recipient of the gift, the amounts will not be added to income.

Scholarships for education: Not included in total Income.

Awards and rewards: All payments receive in cash or kind as an award given by the Central or State Government or by a body recognized by the central government to give such awards will not be included in the total income.

Relief funds: Any amount which is received by an individual as part of the Prime Minister’s national relief fund or the promotion of folk art fund or students fund or foundation for communal harmony will be treated as not included in income.

Thus we see that although the tax man is mostly portrayed as a villain, he has been liberal enough to give us the benefit of income tax-free income from so many sources.

28.12.12 DEMONSTRATION



2005 முதல் 2008 வரையில்  நேரடித்  தேர்வுக்கான  காலியிடங்களில் SCREENING  COMMITTEE  முடிவு அடிப்படையில் SCRAP  செய்வதாக முடிவெடுக்கப்பட்டு ,  நம்முடைய எதிர்ப்பினால்  இதுவரை , ஒழிக்கப்படாமலும்  அதே நேரம் நிரப்பப் படாமலும்  SKELETON  இல் வைத்திருந்த 17093  இலாக்கா பணியிடங்களை  தற்போது  நிதியமைச்சக உத்திரவு அடிப்படையில்  ABOLISH  செய்திட இலாக்கா உத்திரவிட்டுள்ளது. இதனை எதிர்த்து  முதல் கட்டமாக  நேற்று (28.12.12)  நாடு தழுவிய அளவில் கண்டன ஆர்ப்பாட்டம் நடத்திட மத்திய JCA   பணித்திருந்தது.

சென்னையில் CPMG  அலுவலக வாயிலில்  மதியம் சுமார் 1.00 மணியளவில்  மிகச் சிறப்பான ஆர்ப்பாட்டம்  நடைபெற்றது.  கிட்டத்தட்ட 300 தோழர்கள் திரண்டு ஆர்ப்பாட்டத்தை நடத்தியது  மிகச் சிறப்பான நிகழ்வு.  NFPE  அஞ்சல் மூன்றின்  மாநிலச் செயலர்  தோழர்.J.R. அவர்களும்  FNPO  அஞ்சல் மூன்றின் மாநிலச் செயலர் தோழர். G.P. முத்துகிருஷ்ணன் அவர்களும் கூட்டுத் தலைமை ஏற்க , NFPE /FNPO  சம்மேளனங்களின்  அனைத்து மாநிலச் செயலர்களும்  கலந்துகொண்டு  கண்டன உரையாற்றினார்கள்.  சம்மேளன/அகில இந்தியச் சங்க நிர்வாகிகள்  தோழர். S . ரகுபதி , தோழர். NG , தோழர். A . வீரமணி ஆகியோரும் கலந்துகொண்டு சிறப்பித்தனர். 

இதேபோல  மதுரை, திருநெல்வேலி, திருச்சி ,ஸ்ரீரங்கம், அரக்கோணம் , காஞ்சிபுரம், திருப்பத்தூர் , திருப்பூர், சேலம் மேற்கு  போன்ற இடங்களில்  சிறப்பான ஆர்ப்பாட்டங்கள் நடைபெற்றதாக  மாநிலச் சங்கத்திற்கு  தகவல்  கிடைத்தது . இதர பகுதிகளில் இருந்து இன்னும் இந்த  நிகழ்ச்சி குறித்த தகவல்கள் வந்து சேரவில்லை . சம்மேளன அறைகூவலை ஏற்று, மாநிலச் சங்க அறைகூவலை ஏற்று,ஆர்ப்பாட்டத்தை சிறப்பாக நடத்திய  அனைத்து கோட்ட/ கிளைச் சங்கங்களுக்கும் , சென்னை பெருநகரில்  மிகச் சிறப்பான வகையில் அதிக எண்ணிக்கையில்  ஆர்ப்பாட்டத்தில் கலந்துகொண்ட  தோழர்களுக்கும் , அதற்கு  ஊழியர்களை ஒருங்கிணைத்த  கோட்ட/ கிளைச் செயலர்களுக்கும்  மாநிலச் சங்கத்தின் நெஞ்சார்ந்த நன்றி.

ALL CIRCLE/REGIONAL/DIVISIONAL OFFICES ON 28-12-2012
               As per Government of India orders on Downsizing of Central Government Services, Screening Committee for filling up/aboliotion of posts was constituted in the year 2001 and Annual Direct Recruitment (ADR) plan was approved by the Screening committeefor each year from 2001 to 2008.  Screening Committee cleared only 1/3rd vacancies for direct recruitment and balance 2/3rd posts were ablished as per its recommendations.
               Accordingly Department of Posts abolished 2/3rd vacant posts from 2001 to 2004.  Regarding the abolition of 2/3 rd vacant posts from 2005 to 2008, Postal Department & Communication Ministry requested Finance Ministry to grant exemption to Department of Posts from abolishing the vacant posts from 2005 to 2008, as it is an operative Department dealing with the general public and customers.  2/3rd posts earmarked for abolition from 2005 to 2008 are kept vacant (but not abolished) pending decision of the Finance Ministry.
               The ban on recruitment was lifted and the Screening Committee was abolished in the year 2009.  Government of India issued orders to fill up all vacant posts for the year from 2009 onwards.  Accordingly, Department of Posts, issued orders to fill up all vacancies for the year 2009 and 2010.  Orders are also issued to fill up all vacant posts for the year 2011 and 2012.  But, at the same time, Directorate issued clear instructions to all Chief PMGs that posts kept vacant for the year from 2005 to 2008 should not be filled up under any circumstances but should be kept vacant. (for abolition).
          Finance Ministry has now made it clear that no permission or exemption will be granted to any department including Department of Posts to fill up the posts kept earmarked for abolition as per the Screening Committee recommendations.  Accordingly Department of Posts has now issued orders to abolish all the 2/3rd vacant posts (Total 17093 posts for four years) for the year 2005 to 2008. Cadrewise break-up figure of the posts to be abolished is furnished below:

RCF – One more PSU in the disinvestment line



The Cabinet Committee on Economic Affairs (CCEA) have approved the disinvestment of Rashtriya Chemicals and Fertilisers (RCF) in its meeting yesterday. 12.5% shares will be disinvested reducing the present government holding from 92.5% to 80%. The government is planning to sell 6.89 crore shares of Rs. 10.00 each.
RCF is profit making mini-ratna company with more than Rs. 82.88 crore revenue in the last quarter. After the win in the FDI voting in the Parliament, the government has once again started aggressive disinvestment process.

NFPE urges for protest demonstrations against abolition of vacancies

உத்வேகமளிக்கும் ஒளிவிளக்காய்...



           இன்று வெண்மணித் தியாகிகளின் 44 வது ஆண்டு நினைவு நாள் .பல்வேறு இடங்களிலும் செங்கொடியேற்றி அத் தியாகிகளுக்கு அஞ்சலி செலுத்துகிறோம் .44 உயிர்களை எரித்துக் கொன்றவர்கள் இருந்த இடம் தெரியாமல் போய்விட்டார் கள். அதேநேரத்தில் வெண்மணித் தியாகி களுக்கு அஞ்சலி செலுத்துவோர் ஆண் டுக்கு ஆண்டு அதிகரித்துவருகின்றனர். ஏனென்றால் அவர்கள் நடத்திய போராட் டம் அரைப்படி கூலி உயர்வுக்காக மட்டும் நடத்தியதல்ல .இந்த நாட்டில் ஒரு சமூக மாற்றம் ஏற்பட வேண்டும் என்பதற்காக நடந்துவரும் போராட்டங்களில் ஒன்று அரைப்படி நெல் கூலி உயர்வு மட்டுமல்ல; இரண்டுபடி நெல் கூலி உயர்வு தருவதற் கும் நிலப்பிரபுக்கள் நெல் உற்பத்தியாளர் சங்கம் தயாராகவே இருந்தது. ஆனால் அதற்கு அவர்கள் விதித்த நிபந்தனை அங்கு விவசாயத் தொழிலாளர்கள் ஏற்றி வைத்திருந்த செங்கொடியினை இறக்கி விட்டு, அதே இடத்தில் நெல் உற்பத்தி யாளர் சங்கக் கொடியினை ஏற்ற வேண் டும். இந்த நிபந்தனையை நிராகரித்த விவசாயத் தொழிலாளர்கள் “எங்களை வாழவைத்த செங்கொடியை எக்கார ணம் கொண்டும் இறக்க மாட்டோம். எங்கள் உயிரைக் கொடுத்தேனும் அதைப் பாதுகாப்போம்”என்று முழங்கினார்கள் அதனைத் தொடர்ந்துதான் நிலப்பிரபுக் களும் அவர்களின் குண்டர்களும் சேர்ந்து ஒரு குடிசைக்குள் வைத்து 44 உயிர்களை எரித்த கொடுமை நிகழ்த்தப்பட்டது.

புரட்சி கர இயக்கம் என்றும் போற்றுகிற தியாகத் தீயாக அது ஆனது. அநீதிகளை எதிர்த் துப் போராடும் அனைத்துப்பகுதி மக்க ளுக்கும் உத்வேகமளிக்கும், வழிகாட்டும் ஒளிவிளக்காக அது திகழ்ந்து கொண்டி ருக்கிறது; என்றைக்கும் திகழும்.44 ஆண்டுகளுக்கு பிறகும் அந்த புரட்சிகரப் பாதையில் நாம் தொடர்ந்து முன்னேறிக் கொண்டிருக்கிறோம்.இன்று விவசாயத்தொழிலாளர்கள் என்ன கூலி கேட்டாலும் உடனே பெறக்கூடிய நிலைமை ஏற்பட்டுள்ளது. ஆனாலும் ஆளும் வர்க் கத்தினர் புதிய தந்திரங்களை மேற்கொள் கிறார்கள். விவசாயத்துறையில் ஏராள மான இயந்திரங்களைப் புகுத்தி விவசாயத் தொழிலாளர் வேலைகளைப் பறிக்கிறார் கள். விவசாயிகளுக்கு கட்டுப்படியான விலைதராமல் அவர்கள் விவசாயத்தை நம்பி பிழைக்க முடியாத நிலை ஏற்பட்டுக் கொண்டிருக்கிறது. வேலை கிடைக்காமல் கிராமங்களில் இருந்து நகரங்களுக்குச் சென்று ஏதாவது ஒரு வேலையைத்தேடி பிழைக்கும் விவசாயத்தொழிலாளர்களின் எண்ணிக்கையும் நாளுக்கு நாள் அதிக ரித்து வருகிறது. காவிரி டெல்டா மாவட் டங்களில் காவிரி நீர் கிடைக்காத சூழ் நிலை விவசாயிகளின் வாழ்வை நாசப் படுத்திக் கொண்டிருக்கிறது. நமதுநாட்டில் விவசாயத்தையே சீர்குலைக்கச்செய்யும் மத்திய அரசின் கொள்கைகளின் விளைவு தான் மேற்சொன்னவை அனைத்தும்.மத்தியில் ஆளும் காங்கிரஸ் தலை மையிலான ஐக்கிய முற்போக்கு கூட்டணி அரசுக்கு இத்தகைய ஏழை- எளிய மக்க ளைப் பற்றி எந்தக்கவலையும் இல்லை. ஏகாதிபத்தியத்துக்கும் பன்னாட்டு மூல தனத்துக்கும் சேவை செய்வதையே அவர் கள் முழுநேரப்பணியாக செய்து கொண் டிருக்கிறார்கள் அதனால்தான் சில்லரை வர்த்தகத்தில் அந்நிய நேரடி முதலீடு நுழைய அனுமதித்து, 20 கோடி மக்களின் வாழ்வாதாரத்தையே கேள்விக்குறியாக் கியுள்ளார்கள்.

இவர்களுடைய தொழில் வர்த்தகம் அழிக்கப்படும். அந்நிய மூல தனத்தின் கொள்ளை அதிகரிக்கும்.வங்கித்துறையிலும் இன்சூரன்ஸ் துறையிலும் ஓய்வூதியத் திட்டத்திலும் இத்துறைகளில் பணியாற்றும் ஊழியர் களின் கடும் எதிர்ப்பையும் புறம்தள்ளி அந்நிய மூலதனம் நுழைய அனுமதிக் கிறார்கள். இந்தக்கொள்கைகளை எதிர்த்து காங்கிரஸ், பிஜேபி சார்ந்துள்ள தொழிற் சங்கங்களும் ஒன்றுபட்டு வரும் பிப்ரவரி 20-21 ஆகிய இரண்டு நாட்கள் மகத்தான வேலை நிறுத்தப்போராட்டத்தை வரலாறு படைக்கும் விதத்தில் நடத்தவிருக்கிறார் கள் .“தனியொருவனுக்கு உணவில்லை யெனில் ஜகத்தினை அளித்திடுவோம்’’. என்று முழங்கினான் பாரதி. ஆனால் பெருமளவு கையிருப்பிலே உணவுதானியங் கள் இருப்பினும் அதை பசியால் வாடும் கோடிக்கணக்கான மக்களுக்கு இலவச மாகவோ அல்லது குறைந்த விலையிலோ தர மத்திய அரசு மறுத்து வருகிறது. அத னால் தான் உணவுப் பாதுகாப்பை வலி யுறுத்தி 5 கோடி மக்களிடம் இடதுசாரிக் கட்சிகள் கையெழுத்து இயக்கம் நடத்து கின்றன.உலகமயக் கொள்கைகள் நமது கலாச் சாரத்தையும் சீரழித்து வருகின்றன. பெண் களுக்கு எதிரான கொடுமைகள் அதிக ரித்து வருகின்றன.தில்லியில் ஓடும் பேருந் தில் ஒரு மாணவி 6 கயவர்களால் பாலி யல் பலாத்காரம் செய்யப்பட்டு, பேருந்தி லிருந்து தூக்கி எறியப்பட்டு,மருத்துவமனை யில் உயிருக்கு போராடிக்கொண்டிருக் கிறார். இக்கொடுமையைக் கண்டித்து கண்டனக்குரல்கள் நாடு முழுவதும் கடல் அலைகள் போல எழுந்துவருகின்றன. தில்லியில் முக்கியமான ஒருபகுதி 144 தடை உத்தரவிலேயே உள்ளது. அப்பகுதி யில் 4 ரயில் நிலையங்கள் மூடப்பட்டுள்ளன. சாலைகளில் தடைகள் போடப்பட்டு யாரும் செல்லமுடியாமல் ஆக்கப்பட்டுள்ளது. தன் னிச்சையாக மாணவர்கள் நடத்தும் போராட்டத்தினை காவல்துறை மூலம் அடக்கும் முயற்சியே நடந்து வருகிறது.இந்த மாணவிக்கு நடந்த கொடு மையை கண்டித்து நாடுமுழுவதும் பல்வேறு வடிவங்களில் போராட்டங்கள் நடந்துவரு கின்றன. சென்னையில் நள்ளிரவில் மாண வர்களும் மாணவிகளும் மெழுகுவர்த்தி ஏந்தி முக்கியப் பகுதிகளில் ஊர்வலமாகச் சென்று தங்கள் எதிர்ப்பு உணர்வைக் காட்டியுள்ளனர்.பொருளாதாரத்துறையிலும் பன்னாட் டுத்துறையிலும் மத்திய அரசின் கொள்கை களால் நாடு சந்தித்து வரும் சீரழிவுகளை எதிர்த்து மக்கள் இயக்கங்கள் வலுபெற்று வருகின்றன.



              நாடு விடுதலை அடைந்து 63 வருடங்கள் கடந்த பின்பும் ஒடுக்கப்பட்ட மக்களுக்கு எதிரான கொடுமைகள் தொடருகின்றன.தீண்டாமை என்னும் கொடுமை இன்னும் பல வடிவங்களில் தொடர்கின்றது. . இதற்கு முடிவு கட்ட கிராமப்புற ஏழை மக்களுக்கு நிலம் கிடைக்கும் முறையில் நிலச்  சீர்திருத்தம் அமலாக்கப் பட வேண்டும். வெண்மணி தியாகிகளை நெஞ்சில் நிறுத்தி  இந்த கோரிக்கைகளுக்காக  உழைப்பாளி மக்கள் தொடர்ந்து போராட வேண்டும். சுய நலத்திற்காக ஜாதி ரீதியாக, மத ரீதியாக பிளவு படுத்தும் சக்திகளை முறியடிக்க  வேண்டும்.

தோழர் ஏங்கெல்ஸ்


தொழிலாளி வர்க்கம் ஒரு சுதந்திர வர்க்கமாக உயர்ந்து வரவேண்டுமென்றால், பொருளாதாரத்திலும் அரசியலிலும் நிகழ்வதைப் போல் சித்தாந்த அரங்கிலும் மேலாதிக்க வர்க்கத்துடன் மோத வேண்டும்!

Women’s Organisations March to Rashtrapathi Bhawan for justice


Hundreds of young men and women gathered near Parliament House, at Rail Bhawan, to protest against the brutal rape of the young girl still battling for her life at Safdarjang Hospital. Carrying placards, “My Body My Right” the protestors shouted “We Want Justice”, “Home Minister Istifa Do” as they marched up Raisina Hill to Rashtrapati Bhawan. They were all wearing black badges, head and arm bands to register their protest.
The anger was palpable as the students led the demonstration making it clear that they would no longer tolerate the apathy of the government, the complicity of the police force and the inaction of the authorities that had made Delhi so completely unsafe for women. The demonstrators stopped at Rashtrapati Bhawan, halting briefly at both the Home Ministers office and the Prime Ministers Office to raise their demand for action.
The police, and the Government must send out a strong message of zero tolerance on cases of violence against women. The protests will continue until our demands are met.
WE DEMAND:
1. Take immediate steps to enact the Sexual Assault Bill.
2. Increase patrolling and deployment of police, including police women in public places so that such incidents can be prevented, and women’s safety assured;
3. Improve infrastructure to make cities safer for women.
4. Fast track courts to deal with rape cases, hearings to be held on a day to day basis, so that sentence can be delivered within a period of 6 months. Police investigation to be conducted in a time bound manner.
5. Standardized investigation procedures be circulated to all police stations, along with the principle of accountability to take action against police personnel who do not implement them properly;
6. Increased sensitization, effective investigation and accountability of the police in dealing with heinous crimes against women.
7. Immediate relief, legal and medical assistance, and long term rehabilitation measures to be provided to survivors of rape, without delays and hassles.

Reservation for Persons with Disabilities – reg

Subject : Reservation for Persons with Disabilities — reg.
This Department had issued instructions vide O.M. No.36035/3/2004-Estt.(Res.) dated 29.12.2005 regarding reservation for Persons with Disabilities, which are in line with the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (PwD Act, 1995).
2. It has been brought to the notice of this Department that the Ministries/Departments are not complying with the instructions of this Department regarding reservation to Persons with Disabilities in posts/services under the Central Government, particularly instructions related to carry forward of the unfilled reserved vacancies, interchange among the three categories of disability and lapsing of unfilled reserved vacancies.
3. This Department, had also issued instructions vide O.M. dated 26th April, 2006 and 15th January, 2010 requesting Ministries/Departments to prepare reservation roster registers starting from the year 1996. As per the instructions if some or all the vacancies so earmarked has not been filled by reservation and were filled by able bodied persons either for the reason that points of reservation had not been earmarked properly at the appropriate time or persons with disabilities did not become available, such unutilized reservation might be treated as having been carried forward.
4. Ministries/Departments may ensure that reservation to Persons with Disabilities provided as per extant instructions so as to minimize possibility of creation of backlog reserved vacancies. It is also advised that concerted efforts should be made to clear the backlog through regular recruitments without waiting for Special Recruitment Drives.
5. All Ministries/Departments etc., are requested to scrupulously implement the instructions.

Reservation to Other Backward Classes (OBCs) in Central Government services is provided at the rate of 27% in case of direct recruitment on all India basis by open competition. In case of direct recruitment on all India basis, other than by open competition, reservation for OBCs is provided at the rate of 25.84%.
Representation of OBCs is still low for the reason that reservation for them started onlyin September, 1993. Moreover, those OBCs recruited before 1993 have not shown themselves as OBCs since the reservation was not available to them before 1993, and they were recruited/ appointed as general candidates. There is no reservation for OBCs in promotion.
Reservation to SCs in Direct Recruitment is available since 1947. Whereas, reservation for STs in direct recruitment was introduced from 1950. The provision of reservation in promotion for SCs/STs is available since 1955.
As per information received from various Ministries/ Departments, the representation of SCs, STs and OBCs in posts and services of the Central Government as on 1.1.2011 is as under:-

A Special Recruitment Drive to fill up the backlog reserved vacancies of SCs, STs and OBCs in services of the Central Government was launched on 19th November, 2008 to fill up all backlog vacancies existing as on 1.11.2008. The drive was extended upto 30.6.2011. The progress of the drive was reviewed on 1st July, 2011 and it was decided to re-launch the drive so as to fill up the remaining identified backlog vacancies by 31.03.2012. As reported by the Ministries/Departments so far, the backlog vis-à-vis filled up vacancies of SCs, STs and OBCs is given in the following table:
